SDC 3.3-420 Development Standards S. Specific Standards, In all areas of, special flood hazard within the City and its urbanizable area where base flood elevation data has been provided as specified in Sections 3,3-410A, and B, or 3,3-415B.4., the following provisions are required: 1, Residential Construction, a. New construction and substantial improvement of any residential , structure shall have the lowest floor, including basement, elevated to 1 foot above the base flood elevation, b. Fully enclosed areas below the lowest floor that are subject to flooding are prohibited, or shall be designed to automatically equalize hydrostatic flood forces on exterior walls by allowing for the entry and exit of flood-waters, Designs for meeting this requirement shall either be certified by an engineer or architect or shall meet or exceed the'Jollowing minimum criteria: , i. A minimum of two openings of~qual size having a total net area of not less than one square inch for every square foot of enclosed area subject to flooding shall be provided, ii. The bottom of all openings shall be no hig~er than 1 foot above grade, ' iii. Openings shall be located to allow unrestricted cross-flow of f1ood-Vfaters through the enclosed area from one side to the other. iv. The site is ,within the floodplain of the Willamette River, Zone AE as identified on the Flood Insurance Rate Maps, Panel 1166, dated June 2, 1999. The base flood elevation is 496'. . The Lane County Sanitarian is responsible for approvals of septicsysterns for new development in the Urban Growth Boundary. A Sanitation Authorization Notice from Lane County was submitted by the applicant. The authorization, dated 1/25/08, approved the connection of the new dwelling to the existing septic system. . The applicant has provided a site plan showing the proposed construction. As determined by the surveyor, the elevations of the existing ground range from 493,95 to 495.15. . The base flood elevation is 496'. The lowest floor must be elevated one foot about the base flood elevation. . The applicant expects the lowest floor to be 499.5', The elevation of the lowest floor must be verified with an elevation certificate. . The addition will contain 360 sf. The foundation must comply with SDC 3.3-420(b) to ' ensure that flood flows are not restricted, 'At least 3 openings of one square foot each are required in the foundation. Provide a FEMA Elevation Certificate completed by a certified engineer, surveyor or architect, after construction of the addition, but before occupancy. 2. The finished floor elevation of the new construction shall be a minimum of 12 inches above the base flood elevation. 3. The applicant shall keep all records for inSpection: Questions:.
