The recommended [mdings arid conditions outlined below are provided for your use in preparing the land-use decision. j SANITARY SEWER Finding: Section 4.3-I05.A of the SDC requires that sanitary sewers shall be installed to serve each 'new development and to connect developments to existing mains. Additionaliy, installation of sanitary sewers shall provide.sufficiimt access for ,. , . . maintenance activities. : ' . , / Finding:' The subject p~operty has an existing septic'system With a septic tank and drain field; however plans do not include the location of the existing drain field. Finding: The applicant has proposed Parcel I to be served by the existing 8 inch public I . wastewater line located in Vera Street by connecting to an existing 6" lateral located just east of the new property line. A private sanitary sewer easement is being proposed on Parcel 2 for the benefit of Parcel I for extending a private sanitary line to this 6" lateral. j Finding: The existing house on Parcel 2 wi;l b~ required to be connected 'to sanitary sewer; however, plans submitted does not show connection to the public sanitary sewer. " , J Condition: Prior to approval of the Final Plat, the applicant shall show the location of , existing septic drain field. Obtain necessary permits ,and make provisions for decommissioning the existing septic system. D~te Heceived:--5pi ;z..p9 Planner: AL . j Finding: The overall stormwater design including curb, gutter, and street improvements for the subject site was alreaily completed under a previous subdivision application in the 19,90's: All existing gutter down spouts from the existing home on Parcel 2 are connected to curb-line weep hole drains. The applicant has indicated the new home that will be located on Parcel I will connect to the existing curb weep hole drains located in Vera Street thus satisfying Section 4.3-110. D & E. PUBLIC STREETS. SIDEWALKS & IMPROVEMENT AGREEMENTS Finding: Section 4.2-1 OS.G.2 of the Springfield Development Code requires that j whenever a proposed land divisionor development will increase traffic on the City street \ system and that development has any unimproved street frontage abutting a fully improved street, that street frontage shall be fully improved to City specifications. j Finding: The subject property to be partitioned is already fronting Vera Street and Grand Vista streets that are fully improved where no further street improvements will be necessary for supporting the proposed partition. . UTILITIES. EASEMENTS AND RIGHTS OF WAY Finding: Section 4.3-140.A of the SDC requires applicants proposing developments / make arrangements with the City and each utility provider for th~ dedication of utility . easements necessary, to fully service the development or land beyond the development area. The minimum width for public.utility easements adjacent to street rights of ways shall be 7 feet. The minimum width for all other public utility easements shall be 7 feet. The Public Works Director may require alarger easement to allow for adequate maintenance. I Finding: The applicant has indic~ted on plans an existing 7 foot public utility easements located along the frontage of Vera Street and Grand Vista, thus satisfying Section 4.3- 140.A of the SDC. j. Finding: The applicant has indicated on plans a private water and power line, for serving Parcell, running longitudinally in the existing 7 foot public utility easement fronting Vera Street. With the exception to crossing perpendicular to the easements, public utility easements may not contain private utilities. Finding: A private sanitary sewer easement is being proposed on Parcel 2 forthe benefit J of Parcel I for extending a private sanitary sewer line to an existing. 6" lateral at the j north-west property corner.
