The subject property is.1ocated on the west side 000'" street, north of the Goodwiil Industries Retail
Center. The subject property is 5.32 acresin size and is zoned Light-Medium Industrial with a Metro
Plan designation ofHeaV)' Industrial and a Mid-Springfield Refinement Plan designation of Light-
. Medium Industrial. The applicartt is propos;ng to amend the Metro Plan and Mid-Springfield
Refinement Plan diagrams to Community Commercial!Nodal Development Area; amend the Mid-
SPringfield Refinement Plan text to allow the /Nodal Development Area designation; and to amend the
Springfield Zoning Map to Community Commercial!Nodal Development Overlay. The intent of these
applications is to convert a day care facility and'the remaining portion of the subject property to
commercial use. The review processes for the threeapplicaiions use similar criteria of approval. They
have been combined one staff report for ease of review. The three applications are interrelated: the
proposed amendments to the Metro and Refinement Plan diagrams and the Refineroent Plan text must
be approved in order for the Zoning Map amendment to be approved.

Artie Mae Harlow /MAlA LLC has submitted a request to amend the Metro. Pan Diagram and
the Springfield Zoning Map for a 1.59 acre parcel on the southwest comer of2Sth and R
Streets. The current plan designation is Low Density Residential (LDR). The applicant
proposes to change the designation to Light Medium Industrial (LMI) and concurrently
rezone the Property to LMI. At issue is whether the criteria for approving anamel)dmentto
the Metro Plan Diagram and the Zoning Map have been satisfied.

This formal interpretation is requested to determine whether the Hillside Development .
Overlay District (Article 26 of the Springfield Development Code) permits Cluster .
Subdivisions in accordance with Section 16.200(3) of the Residential Zoning Districts,
whiCh states: "Cluster Development shall be permitted in all residential districts:"

4. JUSTICE CENTER SITE PLANS -
The applicant, City of Springfield has prepared a set of plans for the Justice Center and Jail
planned for the city block west of 4'" Street between A Street and B Street The' plans do not
contemplate closure of B Street for secure parking at this time. During the Public Hearing for
the Justice Center and Jail Discretionary Use request, the Planning Commission requested an
oPP0l1unity to review the Justice Center site plan in a work session meeting' prior to a
decision being issued by the Planning Director. Staff advises that feedback from the work.

lease space owned by the City. At present, vehicular traffic.within the alley is restricted to police and

utilities until relocation has been completed.

ISSUE
The Planning Commission is req~ested to conduct a work se'ssion meeting for review of the Justice
Center site phin. The work session will provide an opportunity for the Planning Commission to provide
comment on the proposed. site plan prior to issuance of the staff report and decision.
DISCUSSION I .
