Attached are the following documents from your consideration
1. Revised Site Plan drawing that reflects required changes per Conditions of Approval.
2. Letter outlining actions taken to satisfy the Conditions of Approval and minor site
modifications since preliminary approval.
These documents are for the purpose of allowing a SUB Transformer, NW Natural Gas Meter
and an Emergency Diesel Generator to be installed for the Springfield Justice Center project, but
located across B Street from the project site.

Dear Andy,
Thank you for your consideration and timely response to the Justice Center Emergency Generator MOS
application. We reviewed your Staff Report and Decision that outlined two conditions of approval which need
addressing prior to approval of a finaI MOS. Our '~Ol'u..ses are outlined below and on the attached drawing.
Condition: 1 The emergency generator and transformer pad(s) shall be graded such that drainage is directed to the
existing stormwater management system.
The transformer and generator can be installed in one of two ways, both of which satisfy this requirement. First,
each facility can be installed on existing grade using the existing pavement as their "slab". In this case the barrier
curb that separates the facilities from traffic will contain "cuts" or weep holes to allow drainage to follow the
existing pattern to the nearest existing drain. Second, the facilities can be instaI1ed on a new raised slab(s) that
occupies the four parking spaces being used for this project. In this case the new slab will again follow the existing
grade of the parking lot and all drainage will flow off of the slab, down the curb and into the nearest existing drain.
Condition: 2 The area drain serving the parking lot and emergency generator pad shall be equipped with a filter
cartridge.
The existing catch basin that accepts the drainage from this area of the parking lot and from the new facilities will
be equipped with a filter cartridge that meets all applicable codes; or it will be replaced with a new filtered catch
basin if filtering the existing basin is not possible.
Please note changes shown on the attached revised site plan, The revised plan show the same responses to the
conditions of approval as outlined above. This plan also shows the location of a new NW Natural Gas meter in the
existing landscaped area north of the proposed emergency generator. This meter is new to the project since
preliminary approval. We do not consider this to cause any conflicts with what was shown on the existing
submission. The meter is to be located in an existing unpaved landscaped area which will be kept as it part of this
MDS. We anticipated this meter to consist of metal pipes that come above grade in the planter, pass through a
metering/valve assembly and return below grade in the same planter. We do not anticipated paving under this
meter and any landscaping disturbed by its instaIlation will be repaired. .
We hope that these responses to your conditions of approval are acceptable and that you can proceed with
approving a Final MDS for this project.
