SUBJECT: ZON2009-00003, KCDM Zoning Map Amendment Development Issues Meeting
Public Works Engineering Comments
The subject application involves a proposed amendment to the Mid-Springfield Refinement Plan
Diagram Map and zoning map from HI to CC. The plan/zone conflict involves tax lot 400 and tax
lot 300. The applicanthassubrnitted preliminary documentation for staff review. '
Applicant's Questions:
1. Is the applicant's understanding of the required applications correct?
Planning Department will respond to this question.
2. Does the city anticipate any issues regarding infrastructure if the properties were
developed with Community Commercial Uses?
The existing property has sanitary and storm sewer presently serving the property. Future
development will need a site plan review that will require a storm water study for ensuring City
codes and standards will be met for storm water quality and capacity. The public sanitary 'sewer
should be acceptable to serve future commercial uses. Transportation Division will review the
street systems serving property for future Community Commercial use traffic impacts.
3. How does the planned UGB expansion affect this application, if at all?

4. If the applicant does not proceed with the zone change is there a mechanism:by which can
the applicant redevelop 17-02-32 TL 300 and provide parking for the new commercial use
on 17-02-32-23 TL 300?

S. If the applicant does not proceed with the Refinement Plan Amendment/Zone change on
17-02-32-23 TL300 what if any mechanism is there available to address the plan/zone
conflict .on 17-02-32-23 TL400?
