J have reviewed the materials provided with the subject application. The recommended
findings and conditions outlined below are provided for your use in preparing the
land-use decision.
SA-NIT ARY SEWER
Finding: Section 32. 1 00 of the SDC requires that sanitary sewers shall be installed to
-/ serve each new development and to connect developments to existing mains.
Additionally, installation of sanitary sewers shall provide sufficient access for
maintenance activities.
Finding: The applicant has proposed relocating the existing 12 inch public sewer located
I in the alley way to A Street as shown on the plans. The relocated sewer in A Street'
would. then run west to Pioneer Parkway East, where it would turn north in Pioneer
Parkway East' and connect to an existing manhole located. at B Street.
Finding: Pioneer Parkway Easl'is right-of-way controlled'by the Oregon Department of
'/'Transportation (ODOT). Construction of a new public sewer in ODOT right-of-way will
require a facilities permit from ODOT.
Finding: The existing sewer line located within the alley way provides sewer service to
, vtax lots 2700, 2800 and 2900, The applicant's proposal to replace this line'in A Street
does not include provisions to ensure sewer service will continue to these tax lots.

Condition: Prior to approvaI' of the construction plan drawings, the applicant shall obtain
approval from ODOT to construct a new public sanitary sewer line in Pioneer Parkway,
East as shown on the 'plan drawings,' "

provide on the plans, sewer service laterals to existing tax lots 2700, 2800 and 2900, to
replace \hese lot'sexisting sewer service.

Finding.: Section 32,110 (2) of the SDCrequires ihat the Approval 'Authority shall grant
development approval only where adequate public and/or private stormwater

Condition: Prior to approval of the building plan drawings, the applicant shall obtain
approval from ODOT to construct stonn sewer laterals in Pioneer Parkway East as shown
on the plan drawings, or shall re-locate the stonn lines to a location outside ofODOT
right-of-way.
WATER OUALITY
Finding: Under Federal regulation of the Clean Water Act (CW A), Endangered Species
) Act (ESA), and National Pollutant Discharge Elimination System (NPDES), the City of
Springfield is required to obtain, and has applied for, a Municipal Separate Storm Sewer
System (MS4) permit. A provision of this pennit requires the City demonstrate efforts to
reduce the pollution in urban stonnwater to the Maximum Extent Practicable (MEP).
Finding: Federal and Oregon Department of Environmental Quality (ODEQ) rules
j require the City's MS4 plan address six "Minimum Control Measures." Minimum
Control Measure 5, "Post,Construction Stonnwater Management for New Development
and Redevelopment,': applies to the proposed development.
Finding: Minimum Control Measure 5 requires the City of Springfield to 'develop,
implement and enforce a program to ensure the reduction of pollutants in stonnwater
I runoff to the MEP. The City must also develop and implement strategies that include a
combination of structural or non-structural Best Management Practices (BMPs)
appropriated for the co'mrilUnity.

Finding: Minimum Control Measure 5 requires the City of Springfield use an ordinance
J or other regulatory mechanism to address post construction runoff from new and re-
development projects to the extent allowable under State law. Regulatory mechanisms
used by the City include the Springfield Development Code (SDC), the City's
Engineering Design Standards and Procedures Manual (EDSPM) ard the future
Storm water Facilities Master Plan (SFMP).

Finding.'As required in Section 31.050 (5) of the SDC, "a development shal! be required
to employ d~ainage management practices approved by the Public Works Director and

Finding: Section 3,02 of the City's EDSPM states the Pubic Works Department will
/accept, as interim desigl) standards for stonnwater quality, water quality facilities
desi!,'11ed pursuant'to the policies and procedures of either the City of Portland (BES), or
the Clean Water Services (CWS). , '
Finding: Section 3.03.3,8 ofthe'City's EDSPM states allpubliC and private development
" and redevelopment projects ,shall ,employ a system of one or more post-developed BMPs
/ that in combination are designed to achieve at least a 70 percent reduction in the total
suspended solids in the runoff generated by that development. Section 3.03.4.E of the
manual requires a minimum of 50 percent of the non-building rooftop'impervious area on
, a site shall be treated, for stormwater quality improvement using vegetative methods, '

Finding: To meet the requirements of the City's MS4 permit, the Springfield
Development Code, and the City's EDSPM, the applicant has proposed one'small
vegetated filtration basin to treat stonn runoff from the Sally Port/Courtyard area. A
./ small perforation pipe will convey runoff from the filtration basin to the existing 15 inch,
stonn line in 4th Street: '
