Due to the unique nature of this application, Transportation Division review comments are being
provided in a narrative fonnat as opposed to the usual "findings and recommended conditions"
fonnat. Please advise if we m~y provide additional comment or clarification,

A public alley borders the site on the north and' provides access to Pioneer Parkway East
at the northwest comer. Site design features in that comer need to provide adequate
,vision clearance for vehicles exiting the alley per SDC.
Design details for the revised intersection of 4th and B Streets will require review and
approved by the City Engineer.
Any new driveways onto Pioneer Parkway East will require aDaT Access Pennits.
The first parking stall north of the "intake/service" driveway onto A Street should be
deleted as it is too near the street to provide the IS-foot throat depth specified in SDC
Table 32-2. ' ,

Existing streets abutting the development site are constructed to city ;tandards.
Modifications to those facilities will require plan review and approval by the City
Engineer, and/or aDaT if on Pioneer Parkway East..
2) No existing or proposed street lighting is depicted on the Site Plan drawings. There is a ,
,mix of existing street lighting on abutting streets. All lighting fixture have recently been
upgraded to the city's C).JITent standard. However, the street light pole spacing does not
provide uniform and 'consistent lighting; the poles are a mix of city-owned wood and
steel, and SUB-owned power poles. The project designers should meet with the City
Traffic Engineer to discuss how best to integrate exterior.!ightingneeds of the Justice
Center with existing street lighting systems.
The submitted Task I and Task 2 Traffic Impact Studies prepared by Access Engineering
have demonstrated that!lsignificantly affecied streets and intersections would operate at
acceptable levels of service with the addition of traffic anticipated from the proposed
development.
