1. Provide a current title report with subdivision application.
2. A 7-foot wide PUE will be required along the S. 57th Street frontage ofthe property.
3. Show the buildable envelope for each proposed parcel taking into account all required
setbacks and existing/proposed easements.
4. Additional S. 57th Street dedication may be required along the Lot 9 frontage.
5. Show how Lots 4, 5 and 9 will be provided with water service.
Additional comments not related to the completeness of the application:
o The adjacent Jon's Landing subdivision will have to be constructed and platted prior
to or concurrent with the proposed subdivision.
o A field inspection by staff did not reveal a sanitary sewer manhole in South 57th
Street near the southwest corner of the property as depicted on the site assessment
plan.
o A field inspection by staff did not reveal the curb inlets and storm sewer manhole just
south of the property as depicted on the site assessment plan.
o Show the two existing curb cuts and driveways for the existing house on the site
assessment plan.
o Show. existing fences on the site assess merit plan.
o Show the existing power pole and pole anchor inside the northwest corner of the
property frontage on S. 57th Street (near the existing house) on the site assessment

o Show the location, size and species for all existing trees 5" in diameter or larger on
the site assessment plan.
o Show the lot lines for all contiguous properties on the site assessment plan.
o An approved Public Improvement Plan and landowner consents will be required for
the proposed extension of sanitary and storm sewer lines from the subject property
to a connection at existing S. 57th Place about 295 feet south.
o A dedicated Public Utility Easement will be required to accommodate the proposed
sanitary and storm sewer extension through fax Lots 300 & 400.
o Proposed low-pressure sodium street lights do not meet City standards.
o A property line adjustment deed was recorded for the property, put this did not
necessarily complete the legal lot line adjustment. Please confirm that the subject
property is one legal parcel and not two separate parcels in common title.

o Please remove the proposed Lot 9 rear property line from the site assessment plan.
o A letter from the Lane County Sanitarian confirming septic system decommissioning
will be required prior to final plat.
o The proposed sanitary sewer manhole in South 57th Street and sewer lateral serving
the existing house will require an approved PIP and/or Lane County Facilities Permit.
o A paved driveway at least 18 feet wide from the edge of pavement on S. 57th Place to
the "pan" portion of Lot 8 must be installed prior to final plat.
o All utilities will have to be installed prior to final plat.
o It is likely that Lots 1 and 4 will not' have provision for driveway access onto S. 58th
Streetj"Jon's Lane".
o The panhandle driveway for Lots 6-8 will have to be constructed as a. Fire Dept.
turnaround and capable of handling an 80,000 lb. imposed load.
o Street trees will be required on the S. 57th Street frontage.
o Show the location of all existing and proposed utilities serving the house on Lot 9.
The overhead power and telecommunication lines serving the existing house will have
to be placed underground prior to plat.
o The north driveway approach for Lot 9 will haveto be removed prior to plat and
replaced with vertical face curb, gutter and sidewalk.
o Please explain the purpose for the proposed easement inside the east boundary of Lot
1.
o A sample road profile for pr~posed South 57th Place may be required.
o . Provide additional information on proposed grading plan for Lots 1-6. Among other
things, will retaining structures and/or slope easements be required?

1. Show more information on ROW width along South 57th Street for the variable width
portion of the frontage. Show that the existing house is meeting required
setbacks. Show the location of the buildings that are adjacent to the existing
house along 57th St to the north. Show the easement or ROW dedication in place
across the two properties to the south required to const~uct the storm drain and
sewer lines. .
2. Show existing trees and vegetation on the property .
3. Show and dimension private utility easement for Flag Lots 7 & 8. Show, label and
dimension private sewer easement along the east side of lot 1 & 2. Show and
dimension easement/ROW for utilities across adjacent lots to the south.v
4. Show building envelopes for the residential lots and show any. proposed cut and fill
slopes for the road construction. '
5. Show Telephone, Gas and Cable TV line locations that will serve this subdivision.
Show or label the connection point for the proposed water line that will serve this
subdivision.
6. Show approximate locations of drywells/rain gardens in relation to building envelopes
for each lot.
7. Add drainage arrows depecting flow locations and total impervious area.
8. Label all stormwater facilities such as catch basins, lines and discharge locations.
Indicate stormwater travel directions.
9. Show amount of cut/fill anticipated for roadways.
Additional comments not related to the completeness of the application:
. The percolation test from the property to the north may be acceptable if the engineer
that sealed that study is willing to also approve its use for this property.
. Provide a cross section and plan view showing the portion of jon's lane that will be
constructed as part of this development. Also show all easements associated
with the construction and operation of Jon's Lane.
. The Site Assessment plan and Tentative Land Division both show a wastewater
connection from the existing home fronting 57th St to the existing sewer in 57th
St. It is unclear if the property cu~rently has a stub out to the back of sidewalk
or if one is proposed to be constructed. In addition, the sewer manhole that is
shown where the connection from the existing home intercepts the sewer line
cannot be located in the field. This street is currently under county jurisdiction
and will require their approval for any work to be done in it. In addition this
street appears to be of recent construction and is in good repair. It is unlikely
that a permit will be granted to allow construction within the street that will
disrupt the existing surface.
. The site currently has two driveways onto 57th st that serve the property. One of
,these will need to be demolished and vertical curb and gutter put in place of the
driveway ramp. '

o Traffic Impact Study - four (4) copies ora study prepared by a Traffic Engineer in
accordance with SDC 4.2-105 AA. Traffic Impact Studies (TIS) allow the City to analyze
arid evaluate the traffic impacts and mitigation of a development on the City's
transportation system. In general, a TIS must e~plain how the traffic from a given
development affects the transportation system in terms of safety, traffic operations,
access and mobility, and immediate and adjoining street systems. A TIS must also
address, if needed, City, Metro Plan and state land use and transportation policies and

This is not a decision on your application. Springfield Development Code Section 5.4-
105'and Oregon, Revised Statutes 227.178 require the City take.final action on a limited land
use decision within 120 days after the application is deemed complete. The 120-day
processing period for this application begins when all the missing information is submitted or
when you request that the City proceed without the information. You must indicate by either
signing this form or by submitting a written response to the City within seven days of the
date of this form assertirig your intentions regarding the provision of the missing information.
If you indicate herein or in your written response that the missing information will be
submitted, then you have 180 da"ys from the date the a'pplication was submitted for Pre-
Submittal Review to provide the City with the missing information. If you refuse to submit
the missing information, then upon receipt of the full application packet and processing fee,
the City will deem the application complete for purposes of starting the 120-day clock and
begin processing the application. No new information may be submitted after the start of
the 120-day period unless accompanied by a request for an extension of the 120-day
processing time. Upon receipt of a request for extension, the City may~xtend the 120-day
period for a reasonable period of time. The City may also require additional fees if the new
information is submitted after the Notification to Surrounding Property Owners is sent out
and a second notification is required or if the new information substantially affects the
application proposal and additional review is required.
