RESOLUTION

A RESOLUTION REFERRING TO THE ELECTORS OF THE CITY A BALLOT MEASURE
AUTHORIZING THE INCREASE IN THE SPRINGFIELD MOTOR VEHICLE FUEL TAX BY 2
CENTS PER GALLON.
As the preamble to this Resolution, the Common Council of the City of Springfield, Oregon
(the "City'') hereby recites the matters set forth below. To the extent any of the following
recitals relates to a finding or determination which must be made by the Common Council in
connection with the subject matter of this Resolution or any aspect thereof, the Common
Council declares that by setting forth such recital such finding or determination is thereby made
by the Common Council. The recitals, findings and determinations set forth herein constitute a
part of this Resolution.
. (1) POLITICAL SUBDIVISION. That the City is a municipality and political
subdivision organized and existing under and pursuant to the laws of the State of Oregon and
the 2001 Springfield City Charter (the "Charter'').
(2) NEED FOR INCREASE IN MOTOR VEHICLE FUEL TAX. The Common
Council has determined that there is need for an increase in the motor vehicle fuel tax by at
least 2 cents per gallon for the pUblic safety, health, convenience and necessity including:
maintaining the travelling surface of the street, maintaining, operating and coordinating traffic
signals, striping and signage, street lights and landscaping. Without the funds, Springfield
streets would develop rough road surfaces, deteriorated signs and markings, less well
coordinated signals, failed street lights, and unmaintained landscaping in street right-of-way.
NOW THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF
SPRINGFIELD AS FOLLOWS:
SECTION 1. APPROVAL OF BALLOT MEASURE AUTHORIZING AN INCREASE IN
THE CITY MOTOR FUEL TAX BY 2 CENTS PER GALLON. The Common Council of the City
hereby directs that at a Special Election to be held on May 19, 2009, there shall be submitted to
the qualified electors of the City a measure authorizing an increase in the motor vehicle fuel tax
by 2 cents per gallon. The Ballot Title is attached hereto as Exhibit A ("the Ballot Title'').
SECTION 2. SUBMISsnON TO ELECTIONS OFFICER. The City Recorder, as the
Chief Elections Officer of the City, shall submit to the County Clerk for Lane County, Oregon, a
statement of the ballot measure together with a certified copy of this Resolution and the Ballot
Title, all in order that the measure may appear on the ballot for the Special Election held on
May 19, 2009. The City Recorder shall submit to the County Clerk all necessary information,
and shall do and perform all other acts and things necessary or appropriate, so that the
measure shall appear on the ballot for such Special Election.
SECTION 3. ADDmONAL AUTHORIZATIONS. The City Manager, the City Recorder,
the City Finance Director, and the City Attorney, and each of them acting individually, are
hereby authorized, empowered and directed, for and on behalf of the City, to do and perform

all acts and things necessary or appropriate to cause the ballot measure set forth in Exhibit A to
appear on the ballot of the May 19, 2009, Special Election and to otherwise carry out the
purposes and intent of this Resolution.
SECTION 4. EFFECTIVENESS OF RESOLUTION. This Resolution shall take effect
immediately upon its adoption by the Common Council of the City and approval by the Mayor.

COUNCIL MEETING HELD ON MARCH 9, 2009 BY THE FOLLOWING VOTES:

BALLOT TITLE
CAPTION:
Springfield proposed 2 cents per gallon motor fuel tax increase.
QUESTION:
Shall City of Springfield increase its motor vehicle fuel tax
increasing tax from 3 cents to 5 cents per gallon?
STATEMENT:
The funds generated from this tax would be used to repair and preserve City of
Springfield streets for the public safety and health, including maintaining the travelling
surface of the street, maintaining, operating and coordinating traffic signals, striping
and signage, street lights and landscaping. Without the funds, Springfield streets would
develop rough road surfaces, deteriorated signs and markings, less well coordinated
signals, and failed street lights.
Approval of this proposed tax would increase the rate of tax on motor vehicle fuel
dealers from 3 cents per gallon to 5 cents per gallon.
This tax applies to every motor fuel dealer delivering motor fuel for sale, use or
distribution in the City and requires a payment of 5 cents per gallon on all motor vehicle
fuel sold, used or distributed in the City.
