electrical, cable television and telephone lines.

o Please ensure the tentative subdivision plan is reproduced at the same 24"x36" size and
is bound with the plan set.
o If utility connections are proposed at the existing power pole at the northwest edge of
the site, additional utility easements may be required. Any required utility easements
shall be depicted on the tentative subdivision plan, All utilities will have to be installed to
the building envelope area prior to final plat.
o A new or updated Improvement Agreement may be required for the A Street frontage.
o Provide a draft copy of the Joint Access, Maintenance and Utility Easement for Lots 2-5
with the subdivision submittal. Additionally, details on maintenance of the bioswale shall
be included in the easement document.
'0 The existing house and garage are proposed to be removed; therefore, please remove
the building footprint line work from the tentative subdivision plan. Actual structure will
have to be removed prior to final plat.
o The existing chain link fence along the south property line (A Street frontage) appears to
exceed the maximum 4-foot height limit for a residential front yard, The fence will have
to be removed or reduced in height to meet the requirements of SDC 4.4-115.
o On the tentative plan, indicate any existing trees that are proposed to be removed.
o Clarify text note for "Proposed Cluster Mailbox Unit" shown on Lot 2, Sheet C2.0 (error?).
o At least two existing street trees may have to be removed or replaced to accommodate
the proposed joint access driveway. An additional street tree will be required for Lot 1.
o The joint access driveway serving Lots 2-5 must be paved prior to final plat.
o All existing and proposed utilities to serve the development area must be placed
underground., '
o Show or describe the distance from the southeast corner of the property to the nearest
fire hydrant near 57th & A Street. '
o The develop'er will have to demonstrate compliance with the Solar Access provisions of
SDC 3.2-225 during Building Permit review.

'0 This parcel currently has a development agreement for curb, gutter, sidewalk,
sanitary sewer, storm sewer, street lighting, and streets trees. As the opposite
side of North A street has 2/3 improvements in place, this development appears
to fall under this agreement and as such these improvements should be
undertaken has part of this development. This will require a Public Improvement
Permit for the full width improvement along the frontage of this lot.

This is not a decision on your application. Springfield Development Code Section 5.4-
105 and Oregon Revised Statutes 227.178 require the City take final action on a limited land
use decision within 120 days after the application is deemed complete. The 120-day
processing period for this application begins when all the missing information is submitted or
when you request that the City proceed without the information. You must indicate by either
signing this form or by submitting a written response to the City within seven days of the
date of this form asserting your intentions regarding the provision of the missing information.
If you indicate herein or in your written response that the missing information will be
submitted, then you have 180 days from the date the application was submitted for Pre-
Submittal Review to provide the City with the missing information. If you refuse to submit
the missing information, then upon receipt of the full application packet and processing fee,
the City will deem the application complete for purposes of starting the 120-day clock and
begin processing the application. No new information may be submitted after the start of
the 120-day period unless accompanied by a request for an extension of the 120"day
processing time. Upon receipt of a request for extension, the City may extend the 120-day
period for a reasonable period of time. The City may also require additional fees if the new
information is submitted after the Notification to Surrounding Property Owners is sent out
and a second notification is required or if the new information substantially affects the
application proposal and additional review is required. '
