2.0 ,DESCRIPTION OF PROPOSAL

2.1 Introduction
The Oregon Department of Transportation (ODOT) ("the Applicant") requests approval to
commence Phase I staging and construction for the Interstate 5 (1-5) Willamette River Bridge
Project (Project, Proposal). The Project replaces the decommissioned Willamette River and Canoe
Canal bridges and detour bridges with new bridges.
The existing 1-5 Willamette River Bridge is located within both the cities of Eugene and Springfield,
with the decommissioned .bridge center line constituting the boundary line separating the two
cities. The Applicant proposes to locate the replacement bridge in essentially the same location as
the existing 1-5 bridge. Demonstration of compliance with applicable land use 'regulations of both
jurisdictions is required.
The Phase I Project site is comprised of state-owned right-of-way (ROW), state-owned property,
and city-owned property. The majority of the Project site. is within state-owned ROW associated
with 1-5, the Willamette River corridor, and Franklin Boulevard. Parcels within the Phase I Project
site (discussed below) and within Springfield jurisdiction are identified in Table 2-1. .
Within Springfield jurisdiction, temporary and permanent Phase I work is proposed on three
parcels; Tax Lot No. 101 (Map No. 17-03-33-41) and Tax Lot No. 100 and 2600 (Map No. 17,03-
33-44). Temporary or permanent Phase I improvements are not proposed on any ofthe
remaining parcels identified below within Springfield jurisdiction. These parcels are included for
reference purposes because they will be. utilized for construction access during the Project.

The Proposal complies with all applicable Springfield Development Code (SDC) criteria listed in
SDC 5.17-125 and the submittal requirements listed on the Type II Site Plan Review application
form. The attached materials and enclosed findings demonstrate that the proposal.is also
consistent with applicable policies contained in the Metro Plan and other relevant refinement plans.
2.2 Purpose and Need
The purpose of the Project is to improve safety and maintain connectivity and mobility for all users
. of 1-5 over the Willamette River in the Eugene/Springfield Metropolitan Area. 1-5 is a major
transportation artery and the only freeway that traverses the entire length of the west coast from
Mexico to Canada. Regional economies depend on the reliable use of it in the Eugene/Springfield
area.
The Project replaces the decommissioned Willamette River and Canoe Canal bridges and
substandard detour bridges with permanent bridges to accommodate current and future traffic
volumes. The Project proposes two new bridges that will carry traffic in one direction each,
northbound (NB) and southbound (SB).

On December 3 I, 2008, the Applicant (ODOT) submitted a Site Plan Review Pre Submittal
application for Phase I demolition and construction activities associated with the 1-5
Willamette River Bridge Project (City File No. PRE2008-00077). On January 13,2009, the
applicant met with City of Springfield staff to review the application. At the meeting the
applicant received notice that the application was complete. However, staff requested
additional information as part of the final submittal.
This letter identifies where staff comments have been addressed or where missing or requested
items can be found ,in the final materials enclosed; and, provides narrative responses to staff
comments on the application materials. Staff completeness review items and comments are
noted in bold text below.
SITE PLAN REVIEW COMPLETENESS REVIEW COMMENTS. PLAN.NING
Planning Note #1: Please label landmarks and features that will help reader to
orient themselves to each drawing.
ResDonse: Key landmarks and feature labels have been added to the Plan Set (Exhibit C)
Planning Note #2: Please add light standard heights to the site plan as per
transportation's request.
ResDonse: Light standard heights are indicated on Sheets EO.I, E 1.0, E 1.1, and E 1.3 Lighting
Plan.
SITE PLAN REVIEW COMPLETENESS REVIEW COMMENTS - PUBLIC WORKS
ENGINEERING
Public Works Note #1: The subject property and bridge construction activities are
located within a designated flood plain and flood way. Temporary structures and
equipment will be 'located within'the flood plan and flood way. Flood plain and
f100dway llnalysis is under review for flood impacts.
ResDonse: Floodplain and fioodway impacts will be evaluated as part of the review of the
Applicant's Floodplain Overlay District (FP) Development permit application for the project.
Public Works Note #2: Submit a construction traffic plan and analysis showing all
proposed routes to be used to transport bridge demolition and construction
materials. The existing roads that will be affected shall be reviewed for acceptable

structural pavement designs for the increased loads during demolition and construction of
the new bridge.
ResDons~: A project-level Traffic Management Plan (TMP) is included in Exhibit G. Traffic analysis studies for
impacts to Franklin Boulevard and the 1-5 Ramps are also included in Exhibit G.
Public Works Note #3: Application included a storm water,report for proposed work for
Phase I addressing storm water quality and quantity. Storm water quantity management is
acceptable as the increase in run-off is well under the 10 year, 24 hour storm is well under
0.5cfs (sic). Therefore, no further comments or conditions will be required related to
. surface runoff storm water impacts for Phase I. To comply with Sections 4.3-110.0 & E for
storm water quality, runoff from bike paths will be directed into a filter strips running
adjacent toeach path. This treatment method will be acceptable; however, a typical detail
did not appear to be provided showing compliance with the Portland BES Standard. Refer
to the City of Portland Storm Water Management Vegetated Filter Standard 2.85. A detail
shall include proposed seed mix for the vegetative water quality filter strip. The seed mix
shall meet the requirements of the ,City's interim design standards as required in Section
3.02 of the EOSPM. The City of Portland stormwater management manual may be
referenced for design.
Resoonse: The Applicant has revised Sheet L3.0 Landscape Plan to include the requested filter strip detail.
Public Works Note #4: Submit an erosion control plan that includes all LOAP notes and
standards.
ResDonse: An erosion control plan, including all LDAP notes and standards, will be submitted by the Applicant as
part of the LDAP submittal.

Transportation Note #1: Provide Traffic Management and Traffic Control Plans (These are
different that a TIA).
ResDonse: A project-level Traffic Management Plan (TMP) is included in Exhibit G. Traffic analysis studies for
impacts to Franklin Boulevard and the 1-5 Ramps are also included in Exhibit G.
Transportation Note #2: The lights along the bike path do not show the proposed light
type, height or area of illumination.
