WITNESSETH:
Now therefore'in consideration ofthe foregoing' recitals, which are expressly made a part
of this Declaration of Joint Access, Maintenance and Utility. Easement, the undersigned

(3) Duratiqn of Covenants Binding or Successors and Assigns: The Easement created
by this declaration shaH be perm.anent and perpetual and shall constitute a covenant
runnipg with the land and shall be binding on and inure to the benefit of all heirs,
successors and assigns of said Lots.

(4) "Exclusive: The Easement provided herein shall be exclusive to the owners, heirs,
successors and assigns ( arid their guests) of Lots 1-5, or any portion thereof and each
shaH be entitled to use the Easement for the vehicular and pedestrian access for which it is
provided. The Easement shall noLbe impeded by any party, and except for temporary or
emergency conditions, no party shaH have the right to park, load or unload any vehicle in
the Easement right-of-way.
(5) Maintenance: Any party may cause the Easement right-of-way or any portion
thereof to be maintained or repaired. The party causing said maintenance or repair to the
roadway or stormwater swale shall pay for such work. Other persons using the roadway
shaH be liable for contribution based on that party's relative use proportional to the total
roadway use, The cost-of maintenance of the stormwater vegetated swale shall be shared
equally. This payment shall be made in a timely manner, pot to exceed 30 days, from the
date ~f receipt of proof of expense.
(6) Taxes: Real property taxes shaH be paid by the owners of the property upon which
the Easement is located.
(7) , Indemnification:' Each party shall indemnify and save any other of the parties
harmless from any liability, loss" or expenses resulting from that parties agents and
emplqyees, any independent contractor hired by that party, and that parties' permitees,
invitees, licensees and guests unless that injury is caused in part by any of the other parties'
failure to contribute to the expenses of maintenance of the Easement.
(8) Further Documents: In the event that the any of the Parcels requires any further
grants or easements to document and effectuate the Easement created herein, Grantors
each represent that each ,will execut~ said grants of easements. ,

EXECUTIVE SUMMARY
This report discusses a storm water management plan to be implemented in conjunction with a
land development project for Benson Development Company called 5 Doves Estates. The
project site is located at 5642 "A" Street, Springfield, Oregon. The O.64-acre property currently
contains no buildings.
The development proposes to subdivide the lot into 5 individual parcels and subsequently
develop these parcels with single-family residences.
On all lots, the roof downspouts will be tightlined and conveyed to the vegetated swale that is
located on the west edge of the private common driveway. The vegetated swale will drain to the
south and outfall into an existing ditch in "A" Street. All the proposed driveways will drain
towards the private common driveway for conveyance to the vegetated swale. To the maximum
extent feasible, yards on all of the lots will be graded to allow yard runoff to sheet flow into
private road system.

EXISTING CONDITIONS.
The 0.64-acre project site currently has one existing home and driveway, along with common
landscaping and fruit trees. The property takes access off of "A" Street. Site topography is
relatively flat.
According to the SCS Soil Survey for. Lane County the predominant soil type on this site is
Coburg-Urban land complex, hydrologic group C, Symbol 32 (see appendix for further
descriptions).
DEVELOPED CONDITIONS
The proposed development site area will include the entire site. The post-developed drainage
basin is 0.64 acres in size. '
A joint access, private driveway, is proposed to provide access to the new homes. The driveway
will be 18-feet wide, have an 18 foot driveway apron and will be approxiinately I la-feet long.
The driveway will be constructed with no crown so that the stormwater runoff will flow to the
west edge ofthe driveway. The driveway will also be sloped to drain from the south to the north
as runoff is collected in a low point for discharge into the proposed bioswale.
There is no detention proposed for this development project, per the Stormwater Scoping Sheet
completed by the City of Springfield staff.

No frontage improvements are proposed for "A" Street.
WATER QUALITY
The 5 Doves Estates project proposes to treat runoff from the site by means of a vegetated swale
located on the west side of the private driveway. The private drive will be sloped from "A"
Street to the north and into a low point at the entrance to the swale. In addition, the private drive
will slope at a 2% from the east to the west to an extruded curb along the edge of the driveway.
The extruded concrete curb will be notched at Station 0+95 so that the collected runoff can flow
into the upper portion of the vegetated swale.
The vegetated swale is designed to have a I-foot bottom width and will flow to the south at a
slope of 0.005 ft/ft. The vegetated swale will be constructed with a rock check dams at the. center

of the swale. The check dam will insllre that the flow in the s'wale is uniform and will help
increase the contact time for water treatment.
The design requirements for a vegetated swale are as follows:,
I) The swale width and profile shall be designed to convey runoff from the pollution reduction
design storm intensity (0)2 incheslhour) at
. Maximum design velocity of 0.9 feet per second.
. Minimum hydraulic residence time of9 minutes.
. Minimum longitudinal slope of 0.5 percent, maximum slope of6 percent. For slopes
greater than 2 percent, check dams shall be used (one dam every 12 feet).
. Designed using a Manning "n" value of 0.25 for grassy swales and 0.35 for vegetated
swales.
2) The swale shall incorporate a rip rap pad flow-spreading device at the inlet.
3) Vegetation shall be established as soon as possible after the swale is completed, and before
water is allowed to enter the facility.
4) Unless vegetation is established, biodegradable erosion control matting appropriate for low-
velocity flows (approximately I foot per second) shall be installed in the flow area of the swale
before allowing water to flow through the swale.

,EROSION RISK ASSESSMENT
Due to the size,ofthe area to be disturbed, the very minor existing slopes on the property, and the
absence o'fenvironmei:1tally sensitive areas, we assess the overall risk category as LOW:
. Less than two acres will be disturbed.
. Existing residences are located directly downstream of the subject property.
. Slopes generally are between 0% and 2%.
. The Coburg Urban Land Complex soils on the site has a "slight" erosion risk on slopes less
than 15%.
. There are no critical areas or buffers located on-site, down slope, or with in a Y. mile
downstream of the stormwater discharge point.
The following temporary erosion control measures are recommended at this time:
. Silt fences may be required to keep pollutants from migrating out of the area of disturbance
and onto private property. The use of the filter fence shall be determined at the pre-
construction.
. A gravel construction entrance to prevent tracking of debris onto public roads is
recommended for this project to protect the public streets. The existing driveway for Lot I
may be used as the construction entrance if approved by the City LDAP inspector.
. A concrete wash area will be required if concrete is used for the new driveways.
. Temporary catch basin inlet protection in the form of "biobags" will be required on all
existing catch basins and curb inlets on the subject property and in the "A" Street vicinity.
. Permanent erosion control in the form of seeding exposed soil (with interim mulching as
needed) is required over all exposed soils.
. If needed, additional BMP's can be implemented as corrective measures.
A detailed erosion control plan showing locations, installation methods and maintenance
requirements for specific erosion control meas'ures is provided on Sheet C2.0 and C2.1 for the
Land and Drainage Alteration Permit (LDAP). The LDAP will also include guii:lelines for rapid
response to unanticipated conditions. .

32-Coburg-Urban land complex. This map unitis on low stream terraces. Slope is 0 to 3 percent. Areas are
irregular in shape and are 5 to 100 ,acres in size. The native vegetation is mainly Douglas-fir, Oregon white oak, and
poi~on-oak. Elevation is 300 to 800 feet. The average annual precipitatio,n is 40 to 60 inches, the average annual air
temperature is 52 to 54 degrees P, and the average frost-free period is 165 to 210 days.
This unit is 45 percent relatively undisturbed Coburg silty clay loam, 10 percent disturbed Coburg silty clay loam,
and 30 percent Urban land. The components,ofth.is unit are so intricately intermingled that it was not practical to
map them separately at the scale used.
Included in this unit are small areas of ~onser, Malabon, Oxley, and Salem soils. Included areas make up about 15
percent of the total acreage.
The relatively undisturbed Coburg soil is deep and moderately well drained, It fonned in silty and clayey mixed
alluvium. Typically, the 'surface layer is ver)"darkgrayish brown silty clay loam about 18 inches thick. The sUDsoil is
dark brown, mottled silty clay loam and silty clay about35 inches thick. The substratum to a depth of 65 inches or
more is dark brown, mottled fine sandy 10a111.
Permeability of this Cohurg soil is moderately slow, Available water capacity is about 10 to 12 inches, Water
supplying capacity is20 to 26 inches. Effective rooting depth is more than 60 inches. Runoff is slow, and the hazard
of water erosion is slight. A high water table is at a depth of 1.5 to 2.5 feet from November to May.
The disturbed Coburg soil has been coveredby as much as 40 inches offill material or has had as much as 30 inches
of the original profile removed by cutting or grading. The fill material is commonly from adjacent areas of Co burg,
Malabon, Salem, Conser, and Oxley soils that have been cut or graded. The characteristics of the disturbed areas are
highly variable.
Urban land'consists of areas where the soils are largely covered by concrete, asphalt, buildings, or other impervious
surfaces that obscure or alter the soils so that identification is not feasible.
This unit is used mainly for ~rban development. It is also used for.yards, parks, and open areas around and between
buildings.
If this unit is used for urban development, the main limitations are the seasonal high water table, moderately slow
penneability, and low soil strength. If buildings are constructed on the unit, properly designing foundations and
footings. and diverting runoff away from buildings help to prevent structural damage asa result of shrinking and
swelling. Roads and streets can be built if they are designed to compensate for the instability of the subsoil and if a
maximum of base rock is used. Landscaping plants that tolerate a s~asonal high water table and droughtiness should
be selected if drainage and irrigation are not provided. ...
