The comments below are provided for your use in preparing the land-use decision. Pro Dosed Site Access Existing access to site parking is via one driveway onto Main Street, and two driveways on 14th Street I have coordinated with Mike Wilbur of ODOT and the Maip. Street access is under ODOT jurisdiction. In our conversation, he mentioned that the project will need an ODOT access permit. The existing southerly driveway on 14th Street does not comply with SDC Table 4.2-3.' It is recommended that this driveway access be closed, since the site can be adequately served by the northerly driveway on 14th Street. On-Site Parkin!! The present layout of the parking lot presents several significant safety issues. The submitted site plan drawing indicates that the one-way parking bay (parking spaces and drive aisle) serving the portion of the building facing Main Street is only i 8' wide. This narrow width requires the angled parking spaces to back out onto the public sidewalk and actually use the public sidewalk as the drive aisle. Backing out into the public right-of-way, other than alleys is prohibited (SDC 4.6-120(D)). Using the public sidewalk as the drive aisle is likewise prohibited. . . In addition, the submitted drawing indicates that the one-way parking bay serving the 14th Street frontage is only 14' wide. This narrow width requires the angled parking spaces to back out onto the public sidewalk and actually use the public sidewalk as the drive aisle. It may be possible to provide some parallel parking spaces along a portion of the building frontage in compliance with the City Code. Any plans for restriping the parking lot should be submitted to the City for approvaL Recommended Conditions: 1) Provide evidence of ODOT approval for the Main Street driveway access. 2) Revise parking lot striping to comply with SDC Table 4.6-1.
