HomeMy WebLinkAboutComments Miscellaneous 6/11/2008 : City of Springfield, OR Memo To: Steve Hopkins From: Don Moore cc: Date: June 11, 2008 Re: SH R2008-00005 Steve, Here are my comments for the subject Flood Plain Overlay application. , Preliminary elevation certificate indicates that the site grades adjacent to the existing home are already between 25 inches and 3!j inches above the Base Flood Elevation for the site. We have to apply flood zone requirements to the proposed project unless the applicant applies to FEMA for a Letter Of Map Amendment (LOMA) to essentially exempt this site from the FEMA designated flood plain. It does not physically remove the site from the FIRM map, but exempts it by a letter of concurrence from FEMA. The property Owner must apply for a LOMA with appropriate documenta~ion from the surveyor. Without the LOMA, the replacement manufactured home must comply with the flood hazard requirements of the Oregon Manufactured Dwelling and Park Specialty Code. In a flood hazard area, new and replacement manufactured homes must meet the criteria in Section 3 -2.4.1 of that code (copy attached). Although manufactured.homes in floodDlains are (apparently) not required to be anchored to professionally designed foundation support, as they are in floodwavs, I would recommend that tie- downs be installed, even without an engineered design. The new manufactured home must provide a crawl space grade at least as high as the lowest adjacent exterior grade. As an alternative, the home can be pit-set (where .the level of the crawl area is excavated below the adjacent grade) only when a method for adequate drainage from the crawl space is approve by the building official. Possibly, a dry well could be designed for that purpose if the Public Works Department approves. The floor level of the home must maintain the required 18 inches clearance above the BFE, and a final elevation certificate must be provided to this office prior to completion and final approval for the project unless a LOMA is provided and the home is not pit ~et. Pemnits for the manufactured home placement must be obtained from this office prior to moving the home onto the site, Lane County must verify if the existing septic system is suitable to service the new manufactured home. .
