SPRINGFIELD 225 FIFTH STREET SPRINGFIELD, OR 97477 www.ci.springfield.ar.us/depCpw him wwwci.springfield.ar.us January 25, 2008 Mr. John Hammer, Hammer Industrial Park Mr. Gary Cook, Aramark Mr. Gary Contreras, Aramark Subject: Sanitary Sewer Capacity Available for Aramark's Proposed 2,5-acre Facility in the . Hammer Industrial Park Dear Sirs: This letter is confirmation that as of the date of this letter there is currently available capacity in the City's public sanitary sewer system serving the Hammer Industrial Park along 42"d Street in Springfield to accommodate the following flows from the proposed Aramark 2.5-acre facility: An estimated 3 GPM peak sanitary sewer flow rate for non-service water; and An estimated 30 GPM total peak sanitary sewer flow rate. , As of the date of this letter, the sanitary sewer facilities in question can accommodate a peak flow of 30 gallons per'minute based upon the system's original design capacity of about 5 GPM per acre in the area. (Please note that these standards may not be the standards used for future service planning.) Please understand that this level of use by Aramark would be substantially' higher than was anticipated in the planning assumptions that led to the design and construction of those facilities. Accordingly, you should understand that your request to develop a use that will require this much sanitary sewer capacity may adversely affect the ability to develop other properties you own that are served by thiS pump station. We cannot assure you that under . future circumstances we would be able to conclude that sufficient sanitary sewer capacity exists to permit those properties to develop to their highest and best use. In the event that the requested estimated flow rates to the City's public sanitary sewer system are allowed from the proposed Aramark facility during the City's land use review of the proposal, the City will require the property owner to execute an Improvement 'Agreement with the City of Springfield regarding the potential for upgrading the public sanitary sewer system, including the lift station. The Agreement will obligate the property owner to pay, based upon the owner's benefit, a proportionate share of the cost of the upgrade work should the City Council initiate a Local Improvement District in the future to pay for these upgrades.
