REPLY TO STAFF REPORT AND DECISION January 18, 2007 Project Name: Parkway Center Site Plan Tentative Review Project Proposal: Construct a 24,838 square foot commercial center to include 3 separate buildings, including a Walgreens and a credit union. PO Box 10145 Eugene, OR 97440 /1jo Conditions of Approval: L Prior to approval of the Final Site Plan, the applicant shall obtain written approval from the SpTingfield Utility Board (SUB) for all proposed utilities shown. We have obtained the approval of SUB for all the proposed utilities, We have consulted with SUB on the points of connection to the power' lines and water main in Pioneer Parkway. We will endeavor to have SUB submit an email to David Reesor of The City of Springfield, indicating their approval in written form, 2. Prior to Final Site Plan approval, all new easements shall be recorded and evidence thereof provided to the City, The Final Site Plan shall show the location of all utility easements, Weber Elliott Engineers, P.C. - Partners in Quality and Commitment wB 2 ) , " The only new ~asement will be the seven foot wide public utility easement on the West boundary of Pioneer Parkway, North of the existing ten foot storm easement, The owner has no objection to the granting of this easement to the City of Springfield, The engineer will prep(jre the easement documents and submit them to the owner for signature and recording, 3. All utility lines to serve the development site shall be placed underground. . All utility lines on the project site will be placed underground, ~ 4. To ensure a fully functioning water quality system and meet obj~tives of Springfield's MS4 permit, the Springfield Development Code and the EDSPM, the proposed private vegetative water quality swale shall be fully vegetated with all vegetation species established prior to approval of Final' Plat, while the grassy swaleldetention pond shall be fully vegetated with all vegetation species established prior to City acceptance of the Public Improvement Project. Alternatively, if this condition cannot be met, the applicant shall provide and maintain additional interim erosion controVwater quality measures acceptable to the Public Works Department that will suffice until such time as the swale vegetation becomes fully established. , . \ The applicant/owner will endeavor to' ensure that the water quality swale is fully vegetated prior to occupancy or will provide water quality measures acceptable to the Public Works Department until such time as the swale vegetation is fully established, 5, Prior to approval ofthe Final Site Plan, the applicant shall re-Iocate the proposed water quality swale shown on the westerly property line to comply with code, Plans shall be submitted showing swale designs in complete conformance with the City of Portland's Storm Water Management Manual, specifically the requirement for a minimum of 5' sepaTation from all property lines (pg 2-71), Also, a structural evaluation will be required prior to fmal site plan approval for any structure being proposed that may impact or influence existing building foundations on adjoining properties, l The proposed water quality swale as located along the property line will be lined with an impermeable membrane to protect the adjacent footings of the existing buildings, Permission has been granted by the Public Works Department in accordance with the City of Portland's Storm Water Management Manual which allows for zero setback provided that the swale is constructed with an .impermeable barrier to water migration in order to protect adjacent building footings. The impermeable barrier for the western bioswale only, has been shown on the engineering detail drawings, Also, prior to issuance of a building permit for the northern commercial building, the owner will proVide a structural evaluation of '\ ( Weber Efliott'Engineer:-, P.C. - Partners in Quality and Commitment w&! 3 the existing building where adjacent footings for the new building are to be constructed, 6. Proposed designs for street and traffic signal modifications are approved in concept only. Design and construction details for these public facilities shall be established during a Public Improvement Project (pIP) process under permit from the City Springfield Public Works Department's Engineering Division, The owner/applicant understands that design and details of the street' and signal modifications shall be established during a Public Improvement Project process, 7, Developer shall mitigate impacts due to street removals in accordance with SDC 32.050. The owner/applicant will mitigate impacts of the tree removal on Pioneer Parkway in order to maintain conformance with street tree standards in accordance with SDC 32,050, 8, The proposed site driveway onto 'Q' Street shall be restricted to 'right-in-right-out movements only, Prior to Final Site Plan approval, a revised driveway design shall be approved by the City Traffic Engineer. . The owner/applicant agrees to limit the driveway onto Q Street to right-in-right-out movements only, Revised driveway designs have been submitted to the City Traffic Engineer with size revisions and lateral relocation in order to accommodate Walgreens large service -truck traffic, The City Traffic Engineer is considering these revisions and has indicated that approval will. be granted in the very near futu re, As of January 18, 2007, the City Traffic Engineer has stated that he is satisfied with the revisions proposed, 9, All fire apparatus access routes shall be paved, all-weather surfaces and support an 80,000 lb, imposed load in accordance with the 2004 Springfield Fire Code (SFC) 503.2,3 and SFC Appendix D 102.1. The pavement design has been submitted to the City Engineer and is capable of supporting the design load in accordance with the 2004 Springfield Fire Code 503.2.3 and Appendix D102.1. 10, All new uses on the site shall be a permitted use'in the Mixed Use LMI/CC Zone, All uses on the site will be permitted uses in the Mixed Use Zone', II.
