Proposed Pump Station on the McKenzie River

Q1. Considering the proposed water utility infrastructure would be built within 75 feet of the
McKenzie River, what, if any, architectural modifications would the City impose to maintain
the pristine nature of the McKenzie River?
A: Based on the standards of SDC 4.3-115.A.1, the pump station structure cannot be built at
the proposed location. The riparian area boundary is 75 feet along the McKenzie River, which
precludes construction of a pump station at the selected site. If an appropriate setback can be
maintained, the pump building will have to be appropriately floodproofed in accordance with
NFIP standards for non-residential (non-occupied) structures within the f1oodway. Due to the
proximity to the river, the structure could experience high velocity water and impact from flood
debris. From an aesthetic perspective, Planning will encourage use of unobtrusive, earth-toned
siding and roofing materials. Split face concrete or masonry would be appropriate, along with a
muted, non-reflective roof material (concrete tile or metal).
Q2. Considering IP is proposing to build a water utility structure on land owned by the State of
Oregon (ODOT), what involvement is required by the State to effect approval for this project
by the City of Springfield? .
A: If a preferred location is found on ODOT property, the State should provide a written letter of
consent for IP to submit a site plan modification application, or ODOT should be a co-signatory
on the application. .
Q3. International Paper recognizes the sensitive nature of working adjacent to the bank of the
McKenzie River and Kaiser Slough. During construction IP will have a comprehensive spill
prevention and erosion control plan to ensure construction materials will not enter the
waterways. With the exception of the pump station structure and power lines, our pipeline
and power conductors will be underground and out of sight and the land restored to original
condition. What, if any, land drainage considerations does the City have for IP?
A: Public Works Engineering to comment.
Q4. Given the fact that the proposed water utility infrastructure is industrial in nature, will be built
from non-combustible materials, and will not be designed for.continuous human occupancy,
what, if any, access, parking, fire suppression, and lighting improvements would the city
require?
A: The existing maintenance access road should be sufficient. lighting for security and OSHA
requirements is at the discretion of the applicant. Sufficient room for vehicle maneuvering should
. be provided around the structure, along with a hard-surface access driveway. Any outside
lighting shall be fully shielded and downcast to prevent glare' onto the adjacent highway.
Building Division and Fire Marshal to comment on Building/Fire Code issues.
Q5. What permits will the City require International Paper to obtain to enable the expeditious
design, construction, and operation of the pro'posedwater utility?
A: When a preferred location is selected, the following applications/permits would be required:
Type II Site Plan Modification for the proposed pump station; a Type I Floodplain Overlay District
permit for construction of a substantial improvement in the flood hazard area; tree felling permit.
(if more that 5 trees are proposed for removal); [after approval of the final site plan] building
permits for the structure and electrical/utility work; a land Drainage Alteration Per it (lDAP) for

grading and erosion control measures; ODOT encroachment permit (if necessary) for work
inside the public right-of-way. Copies of the previously issued permits from COE and DEQ
should be submitted with the application. .
Heads-up Issues:
. The Type II Site Plan Modification has a pre-submittal (completeness) step required before full
submittal. Information requirements for pre-submittal and submittal are listed on the application
form checklist posted on the City's website. Hard copies also are available from the DSD
counter.
. The Type I Floodplain Overlay District application can be processed concurrently with the Site
Plan submittal. Among other things, the permit addresses requirements for floodproofing and
anchoring the proposed structure, and minimizing the potential for flood damage.
