MEMORANDUM DATE: January 15,2009 City of Snrinllfield TO: Andy Limbird, Planner FROM: Clayton McEachern, PW Engineering SUBJECT: ZON2008-00042, International Paper Inlet Development Issues Meeting Public Works Engineering Comments The subject application involves construction of a pump station/Inlet on the banks of McKenzie River to provide a more reliable water supply for operation of the International Paper Mill in Springfield, Oregon. Applicant's Questions: 1. Considering the proposed water utility infrastructure would be build within 75 feet of . the McKenzie River, what, if any, architectural modifications would the City (of Springfield) impose to maintain tbe pristine nature of the McKenzie River? Upon review ofthe applicable City of Springfield codes, it appears that there is on mechanism to allow this type of construction regardless of desirable architectural features. The city is interested in 'explore every possible alternative that will allow international paper to use the already constructed inlet to function with a pump house outside of the 75' setback from the bank of the McKenzie River. The following answers are provided assuming a suitable alternative location is found. 2. Considering IP (International Paper) is proposing to build a water 'utility structure on land owned by the State of Oregon (ODOT), what involvement is required by tbe State to effect approval for this project by the City of Springfield? Some form oflegal permission (lease, easement, permit) from ODOT stating that the construction plans and this continuing use has been approved for both the inlet head works and the pipeline to International Paper. The city of Springfield has a Land Drainage and Alteration Permit (LDAP) in place for managing runoff quality from construction sites. However, it is anticipated that the Army Corps of Engineers and other concerned agencies will have their own permit requirements that will coincide and/or supersede with the City of Springfield's requirements. Until these permits and requirements are reviewed it is difficult to anticipate any additional requirements that the city may have for the project. For additional information regarding the LDAP process contact Todd Singleton at the City of Springfield. 4. Given the fact that the proposed water utility infrastructure is industrial in nature, will be built from non-combustible materials, and will not be designed for continuous human occupancy, what, if any, 'access, parking, fire suppression, and lighting improvements would the city require? The facility will need to have an access road that can withstand an 80,000 Ib load per the City of Springfield's fire access requirements. 5. What permits will the city require International Paper to obtain to enable the expeditious design, construction, and operation of the proposed water utility? The proposed facility will need to go through a land use approval process prior to any permits being issued.
