WilIamalane Livelv Park ProDosal Narrative
Proposed Site Development: Willamalane proposes adding outdoor recreation amenities to
Jack B. Lively Memorial Park, a 30.8 acre community park in Springfield, as called for in the
2005 Lively Park Master Plan. Currently, the park's singular amenity is Splash! Lively Park
Swim Center. The Master Plan calls for eventual-build-out of Lively Park. The proposed site
plan is the first two phases of implementation, and includes:
Phase 1
Two large group picnic shelters with cooking facilities;
An 8,000-sq ft playground;
A 4-acre dog park; .
A portable restroom enclosure;
88 parking spaces (including 4 accessible spaces);
Sidewalks, landscaping, utilities and site furnishings.
Phase 2
79 additional parking spaces (including 3 accessible spaces);
Basketball court;
Sand volleyball court;
Permanent restroom facility;
Soft-surface path and pedestrian bridge through natural area;
Additional sidewalks, landscaping, utilities, and site furnishings.
The improvements shown on the plans are in Willamalane's FY 2009-2013 CIP and are planned
to be built within the two year approval plus one year extension period. Phase I improvements
will be partially paid for with a grant from the Oregon Parks and Recreation D~partment Local
Government Grant Program.
Springfield's first dog park will be fully fenced with a crushed rock walking path around its
perimeter. It is designed with separate exercise areas for large and small dogs, and the large-dog
area can be rotated to allow for optimal turf health. The dog park will also con!ain potable water,
trash receptacles, pet waste bags, rules signage, an information kiosk, seating, and a small'
shade/rain shelter. Trees will be planted for additional shade. The dog park will be maintained
on a regular basis, similar to the maintenance schedule for the other"developed areas of the park.
During the Development Issues Meeting (DIM), the City did not have any issues regarding
stormwater quality from the proposed dog park but the applicant was, urged to check with
Springfield Utility Board (SUB). SUB was contacted and Amy Chiimitz at SUB indicated that a
Drinking Water Overlay permit would not be needed as the park is not storing hazardous
materials on site as part ofthe park development proposaL If the park is determined to be in the
I year time of travel zone, the requirements will be that Willamalane will need to post SUB's
well head protection information signs. Willamalane will also need to meet SUB's specific
fertilizer requirements for maintaining the site.

The group picnic shelters and food prep area will provide for structured medium-to-large-
scale special events. The two shelters are designed to be used in tandem or individually. The
food prep area contains sinks, stovetops, bbq' s, and counter space for food preparation.
Reservations of the picnic shelters will be required for group use. The irrigated open turf area
between the shelters will provide room for informal field sports, and participants will have easy
access to the swim center, restrooms and playground (phase]), and the volleyball and basketball
courts (phase 2). Parking and sidewalks are located adjacent to the group picnic shelters.
The playground will be community-park scale, at 8,000 sq ft, and will contain a variety of
different play elements for children of varying ages. It will contain a signature ,element visible
from other areas of the park, such as a net climber, as well as a sand play area, swings, tot lot (for
ages 2-5), and play structure (for ages 6-]2), among other components. Parking and sidewalks
are located adjacent to the play area, and will be separated by a raised, landscaped berm and a
low (3 ft) retaining wall.
In phase], a restroom enclosure will house one accessible and one standard portable restroom.
. ]n phase 2, the enclosure will be replaced with a permanent restroom. The pehnanent facility
will be pre-cast concrete with stainless steel fixtures and tiles floors. There will be two toilets
and a sink on the women's side and one toilet, a urinal, and a sink on the men's side. A central
plumbing chase will provide storage for maintenance supplies and house our plumbing and
electrical components. It will include an exterior drinking fountain. The restroom will be
conveniently located near proposed improvements.
During the DIM, city staff decided that no traffic impact study was needed but that a pedestrian
safety study would need to be provided as part of the submittal. A pedestrian crossing study is
included as part of the required submittal.
The proposed park development, in an already disturbed area of the property, is adjacent to a
relatively intact natural area which borders Cedar Creek, a tributary ofthe McKenzie River.
Willamalane is partnering with McKenzie Watershed Council and Thurston Middle School in a
project funded by the Oregon Watershed Enhancement Board to improve the riparian forest on
both properties. The cities of Springfield and Eugene along with Willamalane ,and other project
partners are cooperating with the Army Corps of Engineers on a Metro Waterways Study. Cedar
Creek is one oft\,\'o drainages being studied for proposed enhancement. Enhancement strategies
such as improving fish habitat are in-line with the natural area restoration project Willamalane is
undertaking at Lively Park. The proposed soft-surface pedestrian path will be sited sensitively
through this natural area, providing close-to-home opportunities for both exercise, and nature
appreciation.
Existing Site Description: The site is currently developed with the 38,560 square foot, Splash!
Lively Park Swim Center with associated parking and sidewalks. The site has stands of well
established trees and areas of open grass. The site is relatively flat and gently slopes to the north
towards Cedar Creek. The existing site storm drainage system includes existing catch basins and
conveyance piping that flows to a large existing water quality treatment swale in the northeast

portion of the property that was designed with the original development. The existing swale
drains to Cedar Creek.
Additional Information:
The proposed Tree Felling Permit application, being submitted concurrently, is for only a small
area on the park property as indicated on the Tree Felling Plan. The tax map and tax lot number
are TM 17-02-34-21 TL 400. The proposed disturbed area from tree felling activities is to be 1.6
acres.
The Springfield city limits and urban growth boundary bisect the park, as shown on the Site Plan.
The north section of the dog park, as well as the majority of the bioswa1e, riparian natural area
and a portion of the phase 2 pedestrian path are outside the city limits and UGB. Willamalane is
applying for a Special Use Permit with Lane County for the park improvements within the
County's jurisdiction.
'.
Development of the first two phases of outdoor recreation improvements will ahow Jack B.
Lively Memorial Park to begin fulfilling its potential as a true community parkJor the people of
Springfield. 1ts varied landscape, pastoral views, and the regional draw of Splash! Lively Park
Swim Center, all set the stage for an attractive and exciting destination in east Springfield. A
critical mass of outdoor recreation features will bring people of all ages and abilities to the park.
They will come to play, exercise, appreciate nature, ,and gather with friends and family (both
two- and four~legged).

Storm Drainage Evaluation
Jack B. Liyely Me,morial Park
STORM DRAINAGE EVALUATION
JACK B. LIVELY MEMORIAL PARK
SPRINGFIELD, OREGON
This evaluation was prepared to summarize the drainage system proposed for the Jack B.
Lively Memorial Park project. The site is located at 6100 Thurston Road in Springfield,
Oregon. Thurston Road is to the south and Cedar Creek borders the site to the north.
The park is planning a two phased improvement. Phase I will include sheltered picnic
and food prep areas, a fenced dog park with gravel trail, an 8,000 square foot playground
area, parking, sidewalks and landscaping. Phase 2 will include a sand volleyball court
and new full sized basketball court, parking, sidewalks and landscaping. These storm
drainage calculations will evaluate the improvements through the second phase and check
that the existing water quality swale that currently serves the site is sized adequately to
serve the new improvements as well.
Existing Conditions
The site is currently developed with the 38,560 square foot Splash! Lively Park Swim
Center with associated parking. The site has stands of well established trees and areas of
open grass. The site is relatively flat and gently slopes to the north towards Cedar Creek.
See Appendix A for the existing site conditions.
The existing site storm drainage system includes existing catch basins and conveyance
piping that flows to a large existing water quality treatment swaJe that was designed with
the original development. The existing swale'drains to Cedar Creek. The existing swale
dimensions are 680 feet long, a bottom width of 3 feet and average side slopes of 5: 1 on
the left side and 4: I on the right with a varying depth of 6 to 8 feet. The existing swale
has a bottom slope of 0.005 feet/feet. See Appendix F for existing swale information.
According to the Soils Survey of Lane County, Oregon by the Natural Resource
Conservation Service, the soils at the site are Camas graveIly sandy loam (22), Chapman
(25), Cloquato silt loam (29), Fluvents (48) and Newberg loam (96). These soils are for
the entire site. The soils that are located in the area of interest and used for these
calculations are the Chapman (25), Cloquato silt loam (29) and Newberg loam (96).
These soils are in hydrologic group 'B' and are soils that have a high rate Of infiltration
and are soils that are moderately well-drained or well~drained with moderately fine
texture to moderately course texture. See Appendix C for a soils map and soils
information. '

Storm Drainage Eyaluation
Jack B. Lively Memorial Park
Proposed Drainage System
The proposed storm drainage system will be some catch basins to drain the new parking
areas and piping that will tie into the existing storm system and drain to the existing water
quality swale. See Appendix B for a site plan and drainage basin map.
Stormwater Quality .
The existing water quality swale is as described befote. Per City of Springfield
requirements, a 0.83 inch, 24-hour storm, was used as the design storm for water quality
treatment. The Santa Barbara Unit Hydrograph was used to generate peak flow rates.
During the water quality storm event (0.83 inches/24 hour), the hydraulic resident time is
17.7 minutes for the existing site and 14.2 minutes for the proposed site; which surpass
the Portland Stormwater Management Manual minimum of9 minutes. Appendix D
contains a summary ofthe calculations for water quality for both the existing and
proposed site.
Stormwater Quantity
Per City of Springfield requirements, a 4.8 inch, 24-hour storm, was used as the design
storm for sizing the facilities. The Santa Barbara Unit Hydrograph was used to generate
peak flow rates. During the 25-year storm event (4.8 inches/24 hours) the depth of water
in the swale is 0.71 feet-[or the existing site and 0.92 feet for the proposed site for a
difference of 0.21 feet. The existing swale will have a free board of approximately five
feet and meets the City of Springfield requirement of a minimuin of one foot of
freeboard. The existing swale has capacity to handle the additional flows that will be
directed to it from both Phase I and Phase 2 of the planned improvements of the Jack B.
Lively Memorial Park. Appendix E contains a summary of the calculations for water
quantity for both the existing and proposed site.

similar to those in table 2,2c).
lAverage runoff condition, and III = 0.23.
2The average percent impervious area shown was used to develop the composite eN's. Other assumptions are as fonows: impervious areas
are directly connected to the drainage system, impervious areas have a eN of 98, and pervious areas are considered equivalent to open
space in good hydrologic condition. CN's for other combinations of conditions may be computed using figure 2-3 or 24.
3CN's shown are equivalent to those of pasture. Composite CN's may be computed for other combinations. of open space cover type;
"Composite CN's for natural desert landscaping should be computed using figures 2.3 or 24 based on the impervious area percentage (eN
= 98) and the pervious area eN. The perVious area eN's are assumed equivalent to desert shrub in poor hydrologic condition.
SComposite CN's to use for the design of temporary measures during gr-ading and constnlction should be computed using figure 2.3 or 2-4,
based on the degree of development (impervious area percentage) and the CN's for the newly graded pervjous areas.

PEDESTRIAN CROSSING STUDY: SPLASH LIVELY PARK AND SWIM CENTER
PAGE 1 OF 6
1.
INTRODUCTION
Branch Engineering Inc. has been retained by Willarnalane Park and Recreation District to evaluate
feasibility of a marked pedestrian crosswalk connecting between Lively Park and lands south of
Thurston Road. Included in this evaluation are observed pedestrian volumes and crossing patterns, and
an evaluation of applicability of pedestrian crossing enhancements.
Proposed Development
The Splash Lively Park and Swim center Project includes the development of a dog park, playground
improvements, and picnic facilities. A striped pedestrian mid-block crosswalk across Thurston Road is
being considered by the City Transportation Department to enhance the safety of pedestrians crossing to
and from the proposed development to/from the residential neighborhoods and the nearest transit stop on
the south side of Thurston Road.
Figure I illustrates the location of Lively Park.

EXISTING CONDITIONS
Site Description
In the area of evaluation, Thurston Road is functionally classified as a minor arterial roadway; it is a
two-lane east-west running street with sidewalks on both side of the street and on-site street bicycle
lanes. On-street parking is allowed on the south side of the street. The posted speed is 35 MPH.
There is an existing mid-block crosswalk east of the Splash Lively Park and Swim Center located at the
intersection of Thurston Road and 64th Street near Thurston Middle School and there are associated
advance pedestrian warning signs on Thurston Road.
Transit Facilities
The proposed development site is serviced via Lane Transit District (L TD) Routes 8x and I I, There is
direct access to a bus stop on the south side of Thurston Road fronting the site that is regularly served by
these routes approximately every 20 to 30 minutes.
Non-Motorized Facilities
The relevant roadway is fully improved with pedestrian and bicycle facilities in the project area.
Existing Pedestrian Volumes
Pedestrian crossing behavior was observed during the morning and afternoon at the existing Splash
Lively Park and Swim Center between the hours of7:00 AM to 9:00 AM and 2:30 PM to 5:30 PM on
typical weekdays.
Pedestrian Crossing Patterns
Pedestrians traveling between Splash Lively Park and Swim Center and the bus stop across the street
were observed utilizing an un-marked crossing on Thurston Road. A total of four and five pedestrians
were observed in the morning and afternoon between these two locations, respectively. Vehicles
conflicting with the pedestrians demonstrated a 'low' level of compliance, and typically did not slow or
stop to accommodate the pedestrian crossing the street. Pedestrians were observed waiting until there
was a sufficient gap in traffic in order to cross the street. Pedestrian delay was not considered to be
excessive.
Other pedestrian activity was observed between the middle school and the Swim Center. Generally, they
originated at the school and had destinations south of Thurston Road at school dismissal time. Two
student age pedestrians were observed crossing the street between these two facilities in the afternoon.
No pedestrians were observed in the morning crossing Thurston Road in the area ~SOO~Al REC'D

In summary, the observed pedestrian volumes in the morning and afternoon were somewhat low in the
project vicinity.
Figure 2 shows the subject area and illustrates the observed pedestrian patterns.
Site Access
The property will continue to be served by the existing private driveway access to Thurston Road. The
proposed internal driveway extension will provide interconnectivity between individual parking areas.
Crash Analysis
An analysis of crash history was performed for the relevant existing intersections in the vicinity area.
The most recent three full years of accident data was evaluated (January I, 2005 through December 31,
2007) as supplied by the ODOT Crash Analysis and Reporting Unit.
During the period of analysis, there were no crashes reported at the Thurston Road and 60th, 61 't, 62nd
and 63rd Street intersections. It should be noted that due to legislative changes to DMV's vehicle crash
reporting requirements, fewer property damage only crashes have been eligible for inclusion in the
statewide crash data file, The ODOT crash summary is included in the Appendices.

PEDESTRIAN CROSSING STUDY: SPtASR'L1VEL Y PARK.AND SWIM CENTER
PAGE 5 OF 6
3.
ANAL YSIS
Scope
As requested by the City of Springfield, our office evaluated the existing pedestrian behavior in the
project vicinity, and the impacts associated with the new proposed park facilities and parking
improvements for Lively Park.
Crosswalk Location
There is an existing mid-block crosswalk east of the Splash Lively Park and Swim Center located at the
intersection of Thurston Road and 64'h Street, and there are associated pedestrian warning signs along
Thurston Road. Based on our observations, this crosswalk is currently being used for the most part by
the students of Thurston Middle School. This crosswalk location was considered too far from Lively
Park to be an effective location. A mid-block location bet~een 6151 Street and 62nd Streets near the
existing bus stop was considered and due. to the proximity to the 6151 Street intersection, it was
determined that it would be safer and more conventional to facilitate the pedestrian crossings at the
intersection.
Pedestrian Crossing Treatment
To determine an appropriated crossing treatment, reference was made to Improving'Pedestrian Safety at
Unsignalized Intersections Report 562 by TCRP (Transit Cooperative Research Program) and the
NCHRP (National Cooperative Highway Research Program). According to worksheet I: Peak Hour, 35
MPH or less, there were not sufficient numbers of pedestrians (<20) observed crossing in the vicinity of
the potential crosswalk location to justify traffic control device types of treatment.
Worksheet 1 is included in the Appendices.

4.
CONCLUSION
Based on the analysis performed herein, there are not sufficient volumes of pedestrians to warrant a mid-
block crosswalk 'at the subject location, as mid-block crosswalks expose pedestrians to situations where
motorists do not expect to encounter pedestrians and they should only be installed under unique
circumstances. Although a marked crosswalk would provide safer and more convenient access between
Splash Lively Park and Swim Center and the bus stop and residential neighborhoods across the street,
the observed numbers ofpcitential users was considered too low. Therefore, it is recommended that the
area be monitored and if pedestrian crossings approach 20 per hour, or if there are reports of safety
problems, a marked crosswalk be considered with the following minimum treatments:
.:. On-street parking removal on the south side of Thurston Road, 50 feet minimum in each
direction of the proposed crosswalk.
.:. Install staggered continental crosswalk striping, advanced stop bars, and associated
slgmng.
.:. Evaluate illumination levels and requirements.
