Willamalane Livelv Park ProDosal Narrative
Proposed Site Development: Willamalane proposes adding outdoor recreation amenities to
lack B. Live]y Memorial Park, a 30,8 ..acre community park in Springfield, as called for in the
2005 Live]y Park Master Plan. Currently, the park's singular amenity is Splash! Live]y Park
Swim Center. The Master Plan calls for eventual-build-out of Lively Park. The proposed site
plan is the first two phases of implementation, and includes:
Phase 1
Two large group picnic shelters with cooking facilities;
An 8,000-sqft playground;
A 4-acre dog park;
A portable restroom enclosure;
88 parking spaces (including 4 accessible spaces);
Sidewalks, landscaping, utilities and site furnishings.
Phase 2
79 additional parking spaces (including 3 accessible spaces);
Basketball court;
Sand volleyball court;
Permanent restroom facility;
Soft-surface path and pedestrian bridge through natural area;
Additiona] sidewalks, landscaping, utilities, and site furnishings.
The improvements shown on the plans are in Willamalane's FY 2009-20]3 CIP and are planned
to be built within the two year approval plus one year extension period. Phase I improvements
will be partially paid for with a grant from the Oregon Parks and Recreation Department Local
Government Grant Program.
Springfield's first dog park will be fully fenced with a crushed rock walking path around its
perimeter. It is designed with separate exercise areas for large and small dogs, and the large-dog
area can be rotated to allow for optima] turf health, The dog park will also contain potable water,
trash receptacles, pet waste bags, rules signage, an information kiosk, seating, and a small
shade/rain shelter. Trees will be planted for additional shade. The dog park will be maintained
on a regular basis, similar to the maintenance schedule for the other developed areas of the park.
During the Development Issues Meeting (DIM), the City did not have any issues regarding
stonnwater quality from the proposed dog park but the applicant was urged to check with
Springfield Utility Board (SUB). SUB was contacted and Amy Chinnitz at SUB indicated that a
Drinking Water Overlay permit would not be needed as the park is not storing hazardous
materials on site as part of the park development proposaL If the park is determined to be in the
] year time oftrave] zone, the requirements will be that Willama]anewill need to post SUB's
well head protection information signs. Willamalane will also need to meet SUB's specific
fertilizer requirements for maintaining the site.

The group picnic shelters and food prep area will provide for structured medium-to-Iarge-
scale special events. The two shelters are designed to be used in tandem or individually, The
food prep area contains' sinks, stovetops, bbq's, and counter space for food preparation.
Reservations of the picnic shelters will be required for group use. The irrigated open turf area
between the shelters will provide room for informal field sports, and participants will have easy
access to the swim center, restrooms and playground (phase I), and the volleyball and basketball
courts (phase 2). Parking and sidewalks are located adjacent to the group picnic shelters.
The playground will be community-park scale, at 8,000 sq ft, and will contain a variety of
different play elements for children of varying ages, It will contain a signature element visible
from other areas of the park, such as a net climber, as well as a sand play area, swings, tot lot (for
ages 2-5), and play structure (for ages 6-12), among other components, Parking and sidewalks
are located adjacent to the play area, and will be separated by a raised, landscaped berm and a
low (3 ft) retaining waiL
In phase I, a restroom enclosure will house one accessible and one standard portable restroom.
In phase 2, the enclosure wili be replaced with a permanent restroom. The permanent facility
will be pre-cast concrete with stainless steel fixtures and tiles floors. There will be two toilets
and a sink on the women's side and one toilet, a urinal, and a sink on the men's side. A central
plumbing chase will provide storage for maintenance supplies and house our plumbing and
electrical components, Ii will include an exterior drinking fountain. The restroom will be
conveniently located near proposed improvements.
During the DIM, city staff decided that no traffic impact study was needed but that a pedestrian
safety study would need to be provided as part of the submittaL A pedestrian crossing study is
included as part of the required submittaL
The proposed park development, in an already disturbed area of the property, is adjacent to a
relatively intact natural area which borders Cedar Creek, a tributary of the McKenzie River.
Willamalane is partnering with McKenzie Watershed Council and Thurston Middle School in a
project funded by the Oregon Watershed Enhancement Board to improve the riparian forest on
both properties, The cities of Springfield and Eugene along with Willarnalane and other project
partners are cooperating wi1h the Army Corps of Engineers on a Metro Waterways Study, Cedar
Creek is one of two drainages being studied for proposed enhancement. Enhancement strategies
such as improving fish habitat are in-line with the natural area restoration project WilIamalane is
undertaking at Lively Park. The proposed soft-surface pedestrian path will be sited sensitively
through this natural area, providing close"to-home opportunities for both exercise and nature
appreciation.
Existing Site Description: The site is currently developed with the 38,560 square foot, Splash!
Lively Park Swim Center with associated parking and sidewalks. The site has stands of well
established trees and areas of open grass. The site is relatively flat and gently slopes to the north
towards Cedar Creek The existing site storm drainage system includes existing catch basins and
conveyance piping that flows to a large existing water quality treatment swale in the northeast

portion of the property that was designed with the original development The existing swale '
drains to Cedar Creek.
Additional Information:
The proposed Tree Felling Pennit application, being submitted concurrently, is for only a small
area on the park property as indicated on the Tree Felling Plan. The tax map and tax lot number
are TM 17-02-34-21 TL 400. The proposed disturbed area from tree felling activities is to be 1.6
acres,
The Springfield city limits and urban growth boundary bisect the park, as shown on the Site Plan.
The north section of the dog park, as well as the niajorily of the bioswale, riparian natural area
,and a portion of the phase 2 pedestrian path are outside the city limits and UGB, Willamalane is
applying for a Special Use Pennit with Lane County for the park improvements within the
County's jurisdiction.
Development of the first two phases of outdoor recreation improvements will allow Jack B.
Lively Memorial Park to begin fulfilling its potential as a true community park for the people of
Springfield. Its varied landscape, pastoral views, and the regional draw of Splash! Lively Park
Swim Center, all set the stage for an attractive and exciting destination in east Springfield. A
critical mass of outdoor recreation features will bring people of all ages and abilities to the park.
They will come to play, exercise, appreciate nature, and gather with friends and family (both
two- and four-legged).

STORM DRAINAGE EVALUATION
JACK B. LIVELY MEMORIAL PARK
SPRINGFIELD, OREGON
This evaluation was prepared to summarize the drainage system proposed for the Jack B.
Lively Memorial Park project. The site is located at 6100 Thurston Road in Springfield,
Oregon. Thurston Road is to the south and Cedar Creek borders the site to the north.
The park is planning a two phased improvement. Phase I will include sheliered picnic
and food prep areas, a fenced dog park with gravel trail, an 8,000 square foot playground
area, parking, sidewalks and landscaping. Phase 2 will include a sand volleyball court
and new full sized basketball court, parking, sidewalks and landscaping, These storm
drainage calculations will evaluate the improvements through the second phase and check
that the existing water quality swale that currently serVes the site is sized adequately to
serve the new improvements a~ welL
Existing Conditions

the original development. The existing swale drains to Cedar Creek. The existing swale
dimensions are 680 feet long, a bottom width 00 feet and average side slopes of 5: 1 on
the left side and 4: 1 on the right with a varying depth of 6 to 8 feet. The existing swale
has a bottom slope of 0.005 feet/feet. See Appendix F for existing swale information.
According to the Soils Survey of Lane County, Oregon by the Natural Resource
Conservation Service, the soils at the site are Camas gravelly sandy loam (22), Chapman
(25), Cloquato silt loam (29), F1uvents (48) and Newberg loam (96). These soils are for
the entire site. The soils that are located in the area of interest and used for these
calculations are the Chapman (25), Cloquato silt loam (29) and Newberg loam (96),
These soils are in hydrologic group 'B' and are soils that have a high rate of infiltration
and are soils that are moderately well-drained or well-drained with moderately fine
texture to moderately course texture. See Appendix C for a soils map and soils
information.

Proposed Drainage System
The proposed storm drainage sys1em will be some catch basins to drain the new parking
areas and piping that will tie into the existing storm system and drain to the existing water
quality swale. See Appendix B for a site plan and drainage basin map.
Stormwater Quality
The existing water quality swale is as described before, Per City of Springfield
requirements, a 0.83 inch, 24-hour storm, was used as the design storm for water quality
treatment. The Santa Barbara Unit Hydrograph was used to generate peak flow rates.
During the water quality storm event (0.83 inches/24 hour), the hydraulic resident time is
17.7 minutes for the existing site and 14.2 minutes for the proposed site; which surpass
the Portland Stormwater Management Manual minimum of9 minutes. Appendix D
contains a summary of the calculations for water quality for both the existing and
proposed site.
Stormwater Quantity
Per City of Springfield requirements, a 4.8 inch, 24-hour storm, was used as the design
storm for sizing the facilities. the Santa Barbara Unit Hydrograph was used to generate
peak flow rates, During the 25-year storm event (4,8 inches/24 hours) the depth of water
in the swale is 0.71 feet for the existing site and 0.92 feet for the proposed site for a
difference of 0.21 feet. The existing swale will have a free board of approximately five
feet and meets the City of Springfield requirement of a minimum of one foot of
~ freeboard. The existing swale has capacity to handle the additional flows that will be
directed to it from both Phase I and Phase 2 of the planned improvements of the Jack B.
Lively Memorial Park. Appendix E contains a summary ofthe calculations for water
quantity for both the existing and proposed site.

Water Features
This table gives estimates of various soil water features, The estimates are used
in land use planning that involves engineering considerations:
Hydrologic soil groups are based on estimates of runoff potential. Soils are
assigned to one of four grouf?s according to the rate of water infiltration when the
soils are not protected by vegetation, are thoroughly wet, and receive precipitation
from long-duration storms,
The four hydrologic soil groups are:
Group A Soils having a high infiltration rate (low runoff potential) when thoroughly
wet These consist mainly of deep, well drained to excessively drained sands or
gravelly sands, These soils have a high rate of water transmission,
Group B, Soils having a moderate infiltration rate when thoroughly wet These
consist chiefly of moderately deep or deep, moderately well drained or well drained
soils that have moderately fine texture to moderately coarse texture, These soils
have a moderate rate of water transmission,
Group C. Soils having a slow infiltration rate when thoroughly wet These consist
chiefly of soils having a layer that impedes the downward movement of water or
soils of moderately fine texture or fine texture, These soils have a slow rate of water
transmission,
Group 0, Soils having a very slow infiltration rate (high runoff potential) when
thoroughly wet These consist chiefly of clays that have a high shrink-swell
potential, soils that have a high water table, soils that have a clay pan or clay layer
at or near the surface, and soils that are shallow over nearly impervious material.
These soils have a very slow rate of water transmission,
If a soil is assigned to a dual hydrologic group (NO, BID, or CiO), the first letter is
for drained areas and the second is for undrained areas.
Surface runoff refers to the loss of water from an area by flow over the land surface,
Surface runoff classes are based on slope, climate, and vegetative cover. The
concept indicates relative runoff for very specific conditions, It is assumed that the
surface of Ihe soil is bare and that the retention of surface water resulting from
irregularities in the ground surface is minimal. The classes are negligible, very low,
low, medium, high, and very high,
The months in the table indicate the portion of the year in which a water table,
ponding, andlor flooding is Il!ost likely to be a concern,
Water table refers to a saturated zone in the soil. The water features table indicates,
by month, depth to the top (upper limit) and base (lower limit) of the saturated zone
in most years, Estimates of the upper and lower limits are based mainly on
observations of the water table at selected sites and on evidence of a saturated
zone, namely grayish colors or mottles (redoximorphic features) in the soil. A
saturated zone that lasts for less than a month is not considered a water table,

Ponding is standing water in a closed depression, Unless a drainage system is
installed, the water is removed only by percolation, transpiration, or evaporation.
The table indicates surface water depth and the duration and frequencyofponding,
. Duration is expressed as very brief if less than 2 days, brief if 2 to 7 days, long if 7
to 30 days, and very long if more than 30 days. Frequency is expressed as none,
rare, occasional, and frequent None means that ponding is not probable; rare that
it is unlikely but possible under unusual weather conditions (the chance of ponding
is nearly ci percent to 5 percent in any year); occasional that itoccurs, on the
average, once or less in 2 years (the chance of ponding is 5 to 50 percent in any
year); and frequent that it occurs, on the average, more than once in 2 years (the

Flooding is the temporary inundation of an area caused by overflowing streams, by
runoff from adjacent slopes, or by tides, Water standing for short periods after
rainfall or snowmelt is not considered flooding, and water standing in swamps and
marshes is considered ponding rather than flooding.

Operations & Ma!ntenance Plan
Swales are planted or grassed open channels that trap pollutants by filtering and slowing flows, allowing,
particles to settle Qut. The swale should dram within 48 hours of a storm event All facility components, !
vegetation, and source controls shall be inspected for proper operations and structural stability, at a mini~um,
I quarterly for the first 2 years from the date of installation, 2 times per year thereafter, and within 48 hours after
each major storm event. The facility owner must keep a log, recording all inspection dates, observations, and
'1 maintenance activities. The facility owner must keep a log, recording aI~ inspection dates, observations, and
maintenance activities. The following items shall be inspected and maint~ined as stated:
Swale Inlet (such as curb cuts or pipes) shall maintain a calm flow of water entering the swale.
. Source of erosion shall be identified and controlled when native soil is exposed or erosion channels are
forming.
. Sediment accumulation shall be hand-removed with minimum damage to vegetation using proper
erosion control measures. Sediment shall be removed if it is more than 4" thick or so thick as to damage
or kill vegetation,
. Inlet shall be cleared when conveyance capacity is plugged, Sources of sediment and debris shall be I
identified and corrected.
. Rock splash pads shall be replenished to prevent erosion.
Side Slopes shall be maintained to prevent erosion that introduces sediment into the swale.
. Slopes shall be stabilized and planted using appropriate erosion control measures when native soil is
exposed or erosion chanI1els are forming..
Swale Media shall allow storm water to percolate uniformly through the landscape swale, If the swale does not
drain within 48 hours, it shall be tilled and replanted according to design specifications.
. Annual or semi-annual tilling shaH be implemented if compaction or clogging c~ntinues.
. Debris in quantities that inhibit operation shall be removed routinely (e.g" no less than quarterly), or
upon discovery.
Swale Outlet shall maintain sheet flow of water exiting swaIe unless a collection drain is used. Source of
erosion damage shall be identified and controlled when native soil is exposed or erQsion channels are forming.
. Outlets such as drains and overland flow paths shall be cleared when 50% of the conveyance capacity is
plugged, .
. Sources of sediment and debris shall be identified and corrected.
Vegetation shall be healthy and dense enough to provide filtering while protecting underlying soils from
erosion. .

. Vegetation, large shrubs or trees that interfere with landscape ~wale operation shall be pruned.
. Fallen leaves and debris from deciduous plant foliage shall be removed, .

pollutants absorbed in grasses;
. Nuisance and prohibited vegetation from the Eugene Plant List (such as blackberries and English Ivy)
shall be removed when discovered. Invasive ..vegetation contributing up to 25% of vegetation of all
species shall be removed and replaced. .
. Dead vegetation and woody material shall be removed to maintain less than 10% of area coverage or
when swale function is impaired. Vegetatiqn shall be replaced within 3 months, or immediately. if
required to maintain cover density and control erosion where soils' are exposed.
Debris and Litter shall be removed to ensure stormwater conveyance and to. prevent dogging of inlet drains
, and interference with plant growth.
I Spill Pre. ,vention measures shall be exercised when handling substances that contaminate stormwater. Releases
of poUu tants shaU be corrected as soon as identified, '
I Training and/or written guidance information for operating and maintaining swales shall be provided to all

i) Installation of predacious bird or bat nesting boxes,
ii) , Alterations of pond water levels approximately every four days in order to disrupt mosquito
larval development cycles, .
iii) Stocking ponds and other permanent water facilities with fish or other predatory species.
.1v) 1f non-chemical methods have proved unsuccessfu~, contact the City inspector prior.to use of I
chemical methods such as' the mosqliit'o larvicides Bacillus thurengensis var. israeliensis or
other approved larvacides. These materials may only be used, with City inspector approval if
evidence can be provided that these- materials wilInot migrate off-site or enter the public
stormwater system. Chemical larvicides shall be applied by a licensed individual or contractor.

Subject: Willamalane Stormwater Swale Landscaping
Please accept this letter as a description of Willamalane Park and Recreation Districts
(wpRD) plans to landscape the existing stormwater swale at Lively Park as part of our
phase 2 improvements at this site.
The December 1, 2008 Preliminary Stormwater Management Plan completed by Branch
Engineering identifies the existing engineered swale as being 680 feet long with a 3 foot
bottom and sidewalls that range between 4:1 to 5:1 slopes. The depth of water during a.25
year storm event for the proposed conditions is .92 feet.
The area around the existing 27" diameter outlet and the area adjacent to Cedar Creek is
covered with Reed Canary Grass (phalaris Arundinacea) an invasive species. Willamalane
has an existing grant with the Oregon Watershed Enhancement Board (OWEB) to remove
and restore the Reed Canary Grass from the banks along Cedar Creek and WPRD will
complete the removal and restoration of the area alTected near the outlet as part of our
pbase 2 improvements.
The existing swale has a good vegetative cover of native and non-native grasses. The slopes
are spotted with a mix of Western Red Cedar and Douglas Fir which covers approximately
25% of the side slopes. In some areas this coverage is very dense and will be thinned during
phase 2 to improve the health of the stand.
Since it is very rare to see water in the swale, the 3 foot wide bottom is currently used as a
single track footpath. WPRD will relocate the informal path to the top of bank and
construct a 5' wide crushed rock trail. The bottom of the swale will be tilled and seeded
with a dwarf bio-fiIter seed mix corisisting of 70% Lollum Perenne "PR8820 Perenial
Ryegrass, 20% Festuca Rubra"Creeping Red Fescue", and 10% Agrostis Tenuis
"Highland Colonial Bentgrass". The 3' wide bottom of the swale and an area 2-3 feet up
each side slope will be seeded with the bin-filter mix which will extend beyond the .92' depth
identified by Branch Engineering. The application rate for this seed mix is 5-7 pounds per
1,000 sq uare feet.
Phase 2 improvements at Lively Park are scheduled to be completed by 2014.
