Oregon Uroloqy Institute Radiation Center
1.0 Description of Proposal
As illustrated in the attached plans, Oregon Urology Institute ("the Applicant") requests approval to
construct a new Radiation Center building; and associated site improvements (parking areas, bio"swales,
landscape plantings and lighting) and infrastructure, on the site located at 14S7 G Street in Springfield.
The subject site is comprised of two parcels identified on County Assessor's Map 17-03-36-22 as Tax Lots
6800 and 7000, both owned by G Street Urology Center LLC.
The applicant has previously participated in Development Issues (ZON2006-00063) and Pre-Submittal
(PRE2007-00002) meetings with City staff. The proposal complies with all applicable Code requirements
in Articles 20, 31, and 32, as well as the submittal requirements in Article 3 and the Type II Site Plan
Review application form, '
2.0 Background.
Designed as an Intensity Modulated Radiation Therapy (IMRD facility, the proposed Oregon Urology
Institute Radiation Center building will contain decter's effices and asseciated clinic and treatment .
facilities. IMRT is used as a,treatment fer early-stage prostate cancer.

The subject site is comprised of two parcels (Map 17-03-36-22, Lots 6800 & 7000) located south of . '
McKenzie-Willamette Regienal Medical Center (MWMC) in central Springfieid between G arid F Streets.
Tax Let 6800 is O.7g acres and has frontage en G Street. Tax Lot 7000 is 0.17 acres and has frontage on F'
Street. The combined size of the parcels is 0.96acres. Beth parcels area d~signated Lew Density .
Residential on the Metro Plan Diagram and classified General Office (GO) on the Springfield Zoning Map.
Docter's offices are permitted outright in the'GO Zene, subject to Site Plan Review. The subject property
is surrounded by Lew Density Residential (LDR) zon!'d property to. the east, south, and ,west; and
, Community Commercial (CC) zoned property to. the north. '
, ,Uses on Tax Lot 6800 consist of a 7,780 square foet medical clinic and associated parking, landscaping,
, and infrastructure. Access is provided by two curb cuts at G Street. The parcel is fully served by water
and gas lines located in the G Street right-ef-way, a sanitary sewer line located along the southern
, preperty boundary; and an everhead electric line along the east property line. No storm sewer 'service is
currently provided to. the parcel and the nearest cennectien point is at the intersectien ef G Street and
14'. Avenue/Mohawk.' ,

Tax Let 7000 is curr!,ritly vacant and formerly contained a single-family residence that was demolished. A"
storage shed is the only existing structure on the preperty. The remainder ef the property contains'a
gravel parking area and landscaping. Access to. Tax Lot 7000 is provided by an existing curb cut at F
Street. Prier to the acquisitien ef the parcel by G Street Urology Center LLC in 2006, parking areas en Tax
Lot 7000 were rented by McKenzie Willamette Medical Center (MWMC) through a parking agreement'
between MWMC and the former property owner Willametle Cemmunity Health Solutions. This

uses. Pursuant to SDC 18,020(3)(u), Doctors offices are a permitted use in the General Office (GO) Zoning
