Applicant Response - taken from: Final Partition Plat Application dated August 11, 2008 Condition #1: Prior to plat approval, the applicant shall execute and record an Improvement Agreement for both B Street and 33rd Street for paving, curb, gutter, sidewalk, street lighting, and storm water. . Applicant Response: An Improyement Agreement has been included with this application Staff Finding: The Improvement Agreement does not indicate that street improyements will be made on the 33rd Street frontage. Condition #2: Excavation or filling in the vicinity of the existing street trees, as well as any future removal of these trees, must conform to the standards of the SDC and EDSPM. Since these street trees are located an private property, maintenance of the trees shall be performed by the property owner as per SDC 4.2-140 C.2. Applicant Response: This has been noted Staff Finding: This application meets the requirements of SDC 4.2-140(C)(2). "Condition #3: Prior to plat approval, three new street trees of at least two inches in caliper shall be planted either in the right-of-way between the property line and top of bank or, if that is not feasible, in the street side yard setback on Parcel 2. New street trees shall be selected and installed as specified in the EDSPM and shall conform to any easement stipulations for the proposed seven-foot public utility easement (PUE) along the frontage of Parcels 1 and 2. Depending on the selected location of these trees, maintenance shall be performed by the property owner or the City as per SDC 4.2-140 C. Applicant Response: The street trees have ~een installed Staff Finding: This application meets the requirements of SDC 4.2-140. Condition #4: Prior to occupancy, Parcel 2 shall be serviced with a six-inch lateral from the eight-inch sanitary sewer main in the PUE along the north property line as depicted on the tentative plan. Applicant Response: This will be addressed at the time of building permits. Staff Finding: This application meets the requirements of SDC 4.3-105(A) Condition #5: Prior to occupancy, electrical service shall be extended from Pole # 80219 to serve Parcel 2. Placement of such electric facilities shall be in the existing 17-foot PUE alon"g the north side of the subject property and shall be underground as conditioned in the Underground Placement of Utilities section below. Applicant Response: This will be addressed at the time of building permits. Staff Finding: This application meets the requirements of SDC 4.3-120. Condition #6: During residential development, all new utilities to serve Parcels 1 and 2 shall be installed underground in accordance with SDC 4.3-125. . Condition #9: Prior to plat approval, the applicant shall record and document an additional three-foot PUE adjacent to the south side of the existing 14-foot PUE along the north property line of Parcels 1 and 2. Applicant Response: A PUE dedication is shown on the plat. Staff Finding: This application meets the requirements ofSDC 4.3-140A.' Condition #10: Prior to plat approval, the applicant shall remove the carport on the subject property from the easement area on the west side ofthe property. Applicant Response: The carport has been remoyed. Staff Finding: This application me'ets the requirements of SDC 2.1-110 and 2.1-115 Cond ition # 11: Prior to plat approval, the area of the fence along the, west property line that protrudes into the vision clearance area shall be scaled back in accordance with SDC 4.4-115. Land Division Plat Application Process (see next page for a diagram of this process)' 1. Applicant Submits a Land Division Plat Application for Pre-Submittal . The application must conform to the Land Division Plat Pre-Submittal Requirements Checklist on pages 5 & 6 of this application packet. . The purpose of pre-submittal is to ensure the applicant has all items necessary for a complete submittal. ' ' . A pre-submittal meeting to discuss completeness is mandatory. . Pre-submittal meetings are conducted eyery Tuesday and Friday, from 10:00am - noon. . We strive to conduct the pre-submittal meetings within five to seyen working days of receiving the application. 2. Applicant and the City Conduct the Pre-Submittal Meeting . The applicant, owner, and design team are strongly encouraged to attend'the pre- submittal meeting.' J . The meeting is held with representatives from Public Works Engineering and Transportation, Community Services (Building), Fire Marshall's office, and the Plan[1ing Division. . The meeting is scheduled. for 30 to 60 minutes. . The Planner provides the applicant with a Pre-Submittal Checklist at the end of the meeting specifying the items required to make the application complete if it is not already complete. . The applicant will then have 180 days to make the application complete for submittal and acceptance by the City. 3. Applicant Submits a Complete Land Division Plat Application . When the applicant has addressed all items on the Pre-Submittal Checklist and the City Surveying Section has notified the applicant's surveyor. that the plat and other documents are sufficiently refined, the applicant can submit a complete application to the City Survey Section located in the NW Quad of City Hall. . The application must conform to the Land Division Plat Submittal Requirements Checklist on page 6 of this application packet. . If the submittal is deemed complete, the City Survey Section will sign-off on the City Survey approval sheet and send the applicant to the Development Services Department for application submittal and fee collection. . Planning staff checks and signs the mylars. 4. Applicant Records Plat at Lane County & Submits Plat and Documents to City . After Planning staff checks and signs the mylars, the plat may then be recorded by the applicant's surveyor at Lane County. . After plat has been recorded at Lane County, applicant' submits five (5) recorded, rolled paper copies of the plat and three (3) copies of required documents to the Development Services Department prior to the issuance of building Rermits. I City Surveyor checks application and returns comments to applicant's surveyor. Applicant's surveyor corrects plat I and returns to City Surveyor.
