I have reviewed the materials provided with the subject application. The recommended findings
and conditions outlined below are provided for your. use in preparing the land-use decision.
SANITARY SEWER
Finding: Section 32.100 of the SDC requires that sanitary sewers shall be installed to serve each
new development and to connect developments to existing mains. Additionally, installation of
sanitary sewers shall provide sufficient access for maintenance activities. .
Finding: The applicant shows a new extended main sanitary sewer line down S. 56th Street to the
southern limits of the new property, serving all new lots. .
Condition: .Prior to final plat;the sewer lines to Lots 10 and 11 shall be extended down tbe
panhandles to the buildable areas ofthe lots. .
STORMW ATER MANAGEMENT
Finding: Section 32.110 (2) of the SDC requires that the Approval Authority shall grant
development approval only where adequate public and/or private stormwater management
systems provisions have been made as determined by the Public Works Director, consistent with
the Engineering Design Standards and Procedures Manual (EDSPM).
Finding: Section 32.110 (4) of the SDC requires that run-off from a development shall be
directed to an approved storm water management system with sufficient capacity to accept the
discharge.
Finding: Section 32.] 10 (5) of the Springfield Development Code (SDC) requires new
developments to employ drainage management practices, which minimize the amount and rate of
sUrface water run-off into receiving streams, and which promote water quality.
Finding: Sheet 2 of 3 shows a new IO-inch stormwater line extended down S. 56th Streefto the
,southern limits of the new property, serving all new lots. Two new catch basins are shown to
collect the drainage from the new public pavement (Extension of 56th Street) and the rooftop
drainage from all lots, and direct it to the City storm water system for storm water treatment.
Finding: The applicant has signed a development agreement whereby they propose to build a
stormwater quality manhole in Glacier Street near S. 57th Street with City participation.
Finding: Rooftop storm water from Lots I through 12 are piped through weep-holes to' the curb

Finding: An acceptable tentative street tree plan is shown on Sheet 2 of 3 for the future provision
of street trees along 56th Street frontages. The specing of one tree every 30 feet is acceptable.
. The actual locations of trees will depend on future driveway locations. .
OTHER PLAN SET NOTES:
NOTE: The intent of this list is to give a developer insight about requirements related to public
improvements before they develop their property.
FEES AND PERMITS
fiYSTEMS DEVELOPMENT CHARGE:
Pay applicable Systems Development Charges when building permits are issued for
developments within the City limits or within the Springfield Urban Growth Boundary. (The
cost relates to the amount .of increase in impervious surface area, transportation trip rates, and
plumbing fixture ooits. Some exceptions apply to Springfield Urban Growth areas.) [Springfield
Code Chapter II, Article 11]
Systems Development Charges (SDC's) will apply to the construction of buildings and site
improvements within the subject site. The Charges will be based upon the rates in effect at the
time of permit submittal for buildings .orsite improvements on each portion or phase of the
development.
PUBLIC INFRASTRUCT~JRE FEES:
It is the responsibility of the private developer to fund the public infrastructure.
OTHER CITY PERMITS:
An Encroachment Permit and Sewer Hookup Buildi,ng Permits are required for working within
right-of-way or p,ublic easements. For example: A new tap to the public storm or sanitary
sewer, or connections to a manhole. Multiple encroachments are proposed in the plans. A
single encroachment permit application at the current rate of $130 fqr processing shall be
required, if all known encroachments are included in the application.
Land & Drainage Alteration Permits (LDAP). A LDAP Permit will be required for new home

ADDITIONAL PERMITS/APPROVALS MAYBE NECESSARY:
NONE envisioned.
