Dear David,
Any fill that is placed on the lots must be documented. If utilities must be placed before plating, then Lisa Hopper
must be notified about addressing. A geotech may required for hillside lots in this area of the City of Springfield
depending on the judgment of the Building Official and Public Works and the foundations must be under the
direction of a professional engineer.

and I will try to respond as quickly as possible. .
