Steps in the Process:
1. The Applicant Submits a Pre-Submittal Meeting Application
The Pre-Submittal Application is mandatory. Please refer to the Springfield Fee Schedule for
the Pre-Submittal Application fee. The submittal package must conform to the application
completeness checklist attached to this form. You are required to submit 7 copies of the
subl11ittal requirements packet for pre-submittal review. Pre-submittal meetings will be
conducted every Tuesday and Friday between 10: 00 am and noon. We will strive to conduct
the Pre-Submittal meeting within five to seven working days of receiving the application.
2. Applicant and the City conduct the Pre-Submittal Meeting
We strongly encourage you, the owner and design team. to attend the Pre-Submittal meeting,
The meeting will be held with representatives from Public Works Engineering and
Transportation, Community Services (Building), Fire Marshall's office, and the Planning
Division. The meeting will be scheduled for 30 to 60 minutes. The Planner will provide you
with a Pre-Submittal Checklist at the end of the meeting specifying the items required to
make the application complete-if it isn't already complete. You will then have 180 days to
make the application complete for submittal and acceptance by the City.
3. Applicant Submits a Complete ,Application
When you have addressed all of the items on the Pre-Submittal Checklist, please submit 18
copies of the complete application to the City, A fee will be collected at that time and the 120
day calendar review period will begin. When the Planner has prepared a draft land use
decision, the draft will be mailed/faxed to the applicant/owner/design team for their review.
At the applicant's request, the planner will schedule a meeting to review the draft: with
appropriate staff if certain issues need resolution before the final land use decision is issued.

This application will be used for both the required Pre-Submittal Meeting and subsequent
complete application submittal. Owner's signatures are required at both stages in the application
process. An application without the Owner's signature will not be accepted.

Stormwater Seoping Sheet attached. The plan, sllpporting calculations and
documentation must be consistent with' the Engineering Design Standards and Procedures
Manual.
Traffic Impact Study-four copies of a study prepared by a Traffic Engineer in accordance
with SDC Section 32.020(1)(c). Traffic Impact Studies (TIA) allow the City to analyze and
evaluate the traffic impacts and mitigation of a development on the City's transportation
system. In general, a TIA must explain how the traffic from a given development affects
the transportation system in terms of safety, traffic operations, access and mobility, and
immediate and adjoining street systems. A TIA must also address, if needed, City, metro
plan and state land use and transpqrtation pruicie!i and oMctives.

Tax lots 18-02~04-1114800,4900, 5000. & 5200 are located west of South 57<h street and at the
southerly end of South 56th, South 56'~ will be extended through the property to serve the
subdivision with access, sanitary, and storm sewer, The property slopes to the north Toughly 4%,
Near the south end of the proposed development the natural grolUld breaks and slopes towards
the southeast. The development site, with the exceptiori oflot 4; will drain to the new road and
the existing storm system that islocate'd approximately 170 feet to the nOJth,
The site soils are mapped as Salk'Um silty clay loam, The Soil Survey of Lane CQunty shows a
percolation rate ranging between 0,6 and 2,0 inllu' at the surface for this type of soil. Site
investigation revealed that the average,SllTfaee pcrcolation was significantly greater than 2,0 in/hr
on the site,
DRAINAGE PROPOSAL
RunotT from the new street is to be directed to the existing public storm system in South 56"'

about 170 feet north of the subject property, via a new public stonn pipe that will be extended to
and through the development property: The runoff from the new driveways will shed to the
gutter and the new pipe system
Of tile 2,5 acre site approximately 2,0 acres will drain to the pipe system, Lot 4 is already
developed and will continue to drain in the direction of South 57<h. The property is on the upper
end of a very large drainage basin. The increase in runoff from the site is ,insignificant in
comparison to the entire basin,
Two-year peak flows from the developed site are estimated at 1,2 cfs, 25 year peak flows are
estimated at 1,9 ds.
The 25-year flows within the drainage '~lasin will not be,measurably increased as a result of the
development; During a 25-year event tpe drainage basin area, including the site, may experience
Jocalizcdponding within the roadside ditches and gutters,
The pipe in 56'" will be extended through the development to serve the undeveloped area to the
south (it is approxilmitely 600 feet to the iVlt. Veroon Cemetery from the south line of the
proposcddeveJopment). This area is assumed to be 240 feet wide, for a total (future) offsite
drainage area of approximately 3.3 acres. The annexation/development agreement also describes
the installation of a watei' quality structure that will be installed "downstream" of the
devdopment site, and wiII be coordinated as part of the project.
