Brad Lemhouse from our engineering staff and I met with Tom Poage and Mike from Tom's office this a.m. and discussed
a proposed drainage plan. Tom and Mike indicated they would submit a stamped drainage study and plan for the Bui
subdivision showing the drainage flows into the County system will not be increased as a result of the proposed
development. Instead the drainage will be into the City system. We stated that was fine with us and they understood
they would need City approval as well. Mike indicated he has a call into Matt Stouder and believes Matt will support
their proposal.
,They do not need any permits from us that would trigger a review of the proposed drainage plan. We asked that they
submit the plan to us for review and approval. If you have a way to ensure'that we have a chance to review and
approve the plan prior to final plat approval, it would be appreciated. We would ensure a quick turnaround on ,it.
Please let me know if you need additional information or have any concerns.

Comments from Lane County Transportation Planning
The two roads fronting the subdivision, Quinalt and Fairview, are local access roads_ They appear to have been annexed
by the City of Springfield. Q Street to the north appears also to be in Springfield's jurisdiction.
The existing north-south 36" stormwater pipe running from Fairview Street over private property to an outfall at the Q
Street Channel is in the City's maintenance jurisdiction. City staff confirmed agreement with this record.
Further to the west, the road system is outside the city limits and composed of Lane County-maintained urban Local
Roads. Pursuant to Lane Manual 15.515, no stormwater should be diverted into the County-maintained road system.
Storm water should be accommodated on site with dry wells or other approved means. In addition, Lane County's road
maintenance staff indicate that outfalls in this area already require a high degree of maintenance. "General Notes" #8
(Tentative Subdivision Plan sheet) and #6 (Grading & Paving Plan) should be revised to delete reference to using the
public street system for drainage purposes, and the applicant should submit a revised stormwater drainage plan for
approval by the City to reflect this revision.
