Vl-1~ 1- 1'")-oh 9~': Memorandum Date: To: September 13, 2006 David Reesor, Planner 1 The Transportation Division has reviewed the materials provided with the subject application. The recommended findings and conditions outlined below are provided for your use in preparing the land-use decision., General Finding: Approval of this proposal would allow creation ofa 10-10t residential subdivision on a vacant 1.7-acre parcel located at 1226 Fairview Drive (Map 17-03-27-31, Tax Lots 900,1000, 3600 and 3601). ' Transnortation Svstem Imnacts Finding: The development site has 75 feet of frontage on Fairview Drive arid adjoins the partially completed cul-de-sac of West Quina1t Avenue east of Tamarack Street. Lots 1 through 8 would .be served by completion of the West Quinalt Avenue cul-de-sac; Lots 9 and 10 would take access via Fairvlew Drive. ' The existing section of West Quinalt Avenue is a 32-foot wide paved city street within a 50-foot right of way terminating in a partial cul-de-sac. The applicant proposes to extend West Quinalt A venue by completing the cul-de-sac and extending sidewalk along the frontage' of Lots I through 8. Fairview Drive abutting the frontage of Lots 9 and 10 is a 28-foot wide paved Lane County Road with curb and gutter but no other urban improvements; the street is aligned in the southern half ofa 60-foot wide right of way. Fairview Drive functions as a collector street and is so designated in the TransP1an and the Regional Transportation Plan. L TD routes l8 and 19 provide regular bus service to the development site via the Fairview Drive corridor. The applicant proposes to extend sidewalk improvements across the Fairview Drive frontage of Lots 9 and 10. Finding: Based on lTE Land Use Code 210 (Single-Family Detached Housing) trip generation from development on the property would be as follows: . Average Weekday = 10 dwelling units x 9.57 trips per dwelling units = 96 trips o PM Peak Hour = 10 dwelling units x 1.01 trips per dwelling units = 10 trips In addition, the assumed development would generate pedestrian and bicycle'trips. According to the "Household" survey done by LCOG in 1994, 12.6 percent of household triIJs are made by .. SUB2006-00055 - Tuan Bui, Quinault Subdivision September 13, 2006 Page 2 of 3 . bicycle or walking and 1.8 percent are by transit bus. These trips may have their origins or destinations at a variety ofland uses, including this use. Pedestrian and bicycle trips create the need for sidewalks, pedestrian crossing signals, crosswalks, bicycle parking and bicycle lanes. Finding: To provide for safe pedestrian and vehicular access, street lighting is needed that will adequately illuminate the public travel ways street areas adjacent to the deve10p'ment site. The city's street lighting standards, which are based on the Illuminating Engineering Society (lES) . American National Standard Practice for Roadway Lighting RP-8, specify the lighting type and required lighting levels for street and pedestrian areas. Current city standards specify high pressure sodium (HPS) street light fixtures in low density residential districts. Finding: Street lighting in the vicinity of the site consists of an existing 90-watt Low Pressure Sodium (LPS) street light located on the south side of West Quinalt Avenue within the frontage of proposed Lot 6. Upgrading of thi.s street light to current city standards is necessary to adequately illuminate the street frontage of Lots I through 8. Recommended Condition: Replacement of the existing LPg street lighting fixture shall be included in the Public Improvement Project (PIP) for Quinalt Avenue. Finding: Additional vehicular and pedestrian traffic created by the proposed development contribute to the need for street lighting improvements on Fairview Drive. The lack of existing facilities abutting the property makes construction of street lighting improvements economically. . and technically impractical. at this time. Execution of an Improvement Agreement for these improvements is warranted in accordance with provisions ofSDC 32.020 (7). Finding: As conditioned, existing and proposed transportation facilities would be adequate to accommodate additional trips generated by the proposed development in a safe andefficient manner. Recommended Condition: Applicant shall execute and record an Improvement Agreement for street lighting improvements on Fairview Drive. . Subdivision Access and Circulation Findinl!: Installation of driveways on a street increases the number of traffic conflict points. The greater number of conflict points increases the probability of traffic crashes. Effective ways to reduce the probability of traffic crashes include: reducing the number of driveways, increasing distances between intersections and driveways, and establishing adequate vision clearance where driveways intersect streets. Each of these techniques permits a lo~ger, less ciuttered sight distance for the motorist, reduces the number and difficulty of decisions drivers must make, and contributes to increased traffic safety. SDC 32.080(1) (a) stipulates that eacl- ~ce1 is entitled to "an approved access to f! public street." , . .' 1ECEIVED Finding: Proposed access to Lots 1 through 8 would be via individual driveways onto West Quinalt Avenue.
