Dear Mr. Reesor,
My name is Jill Hoyenga. I live at 1256 vi .Fairview Drive Springfield OR 97477 Ph: 726-8078

I am writing regarding my concerns about the proposed Quinalt Subdivislon.' My home is two
lots to the west of the proposed subdivision Lot 10 on Fairview Driv~. I am very concerned
about the proposed density of the Quinalt Subdivision. I have two specific protest .points:
1) The Quinalt Subdivision proposed lot sizes are of a size and shape to limit building to
.the equivilent of trailer park dimensions. The density proposed will add to our already
busy traffic problems. I and my neighbors have had pets killed by motorists on Fairview. A
motorist from the existing trailer park pulled out of the park and destroyed a section of
hedge on my neighbor's property a few years ago narrowly missing a direct hit to the house
but destroying the fire, escape~pole from the upstairs room causing much damage to the
home. There was a' recen't; hit and run accident involving a parked car that was total~d at
about 4:'30am. Fast: loud cats are already a problem on Fairview and the intersection .of
Fairview and Tamarack. There is' a lot of child foot and bicycle traffic during the school
year mixed, with car traffic before and after school due to the very good l'ocal elementary
,school. Additional traffic from the high density'of the QuinaltSubdivision would compound
already da ngerous traffic problems.
2) It is unclear whether the. request for case number SUB2006-00055 includes a plan for
building or will be so)d off as lots for .'new owners to build haphazardly. The Quinalt
Subdivision as communicated to me is simply an extension of the existing trailer park and
our neighborhood does not need more of that. The Fairhavenneighborhood to the east of the
proposed Quinalt Subdivision provides a model for the type of low income housing tpat
would benefit bur neighborhood. TJ1e lot sizes and shapes allow for a. private yard space
and a reasonable sized house. Green space was included in the Fairhaven plan and planted
as a park. Access to the bike path was preserved for the neighborhood children and pet
walkers. These small but meaningful amenities provide a' livable neighborhood and enhance
property values. These small but meaningful amenities draw neighbors/homebuyers that value
the quality of life we have built in our neighborhood.
You may not see our community from" the driver's seat as you cruise through our
neighborhood. Many of us (even' renters) have lived here for more than twenty years. Some
of my neighbors have lived here 35 to more than 40 year~. One neighbor' moved here as a
teenager and as'a young married woman she and'her husband.built their home next door to
her parents: Now in her 80's she has lived here "for nearly 70, years. We look out for each
. other in good times and bad.
When the original' home" on my lot became unfixable' I decided to stay 'in this neighborhood
because of my great neighbors. I tore down the old 1940's crackerbox'home and moved in a
new manufactured home whe~e I now intend to l~ve out my life. I am slowly making
improvements to the landscaping. My neighbors are understanding about 'this slow process. I
'would welcome new neighbors and a new subdivision that was well planned and enhanced our
supportive community. It would be nice if the homes that were built in the Quinalt.
Subdivision were such that the new homeowners would decide ,to stay for the next 30 or 40'
years rather than considering the home a "starter" or temporary spot because it is too.
small to feel like a place ~o stay for life.
Thank you for considering my prot~sts. I hope these concerns can be answered to. I ,will
call on Monday to make sure this e-mail has .been rec~ived.
