The Applicant Submits a Pre-Submittal Meeting Application The Pre-Submittal Application is mandatory. Please refer to the Springfield Fee Schedule for the Pre-Submittal Application fee. The submittal package must conform to the application completeness checklist attached to this form. You are required to submit 7 copies of the submittal requirements packet for pre-submittal review. Pre-submittal meetings will be conducted every Tuesday and Friday between 10:00 am and noon. We will strive to conduct the Pre-Submittal meeting within five to seven working days of receiving the application. c 2. Applicant and the City conduct the Pre-Submittal Meeting We strongly encourage ybu, the owner and design team to attend the Pre-Submittal meeting. The meeting will be held with representatives from Public' Works Engineering and Transportation, Community Services (Building), Fire Marshall's office, and the Planning Division. The meeting will be scheduled for 30 to 60 minutes. The Planner will provide you with a Pre-Submittal Checklist at the end of the 'meeting specifying the items required to make the application complete-if it isn't already complete. You will then have 180 days to make the application complete for submittal and acceptance by the City. 3. Applicant Submits a Complete Application - When you have addressed all of the items on the Pre-Submittal Checklist, please submit 18 copies of the complete application to the City. A fee will be collected at that time and the 120 day calendar review period will begin. When the Planner has prepared a draft land use decision, the draft will be mailedlfaxed to the applicantlownerldesign team for their review. At the applicant's request, the planner will schedule a meeting to review the draft with appropriate staff if certain issues need resolution before the final land use decision is issued. Owner's Signature > . . . . This application will be used for both the required Pre-Submittal Meeting and subsequent complete application submittal. Owner's signatures are required at both stages in the application process. An application without the C?wner's signature will not be accepted. Project Description (Include a copy of Assessor's map): Divide four tax lots (map 17 03 2731, tax lots 900, 1000, 3600, & 360 I) into 10 lots for single family residential use. Project will include construction of the east half of the culdesac as the west half is already constructed. All of the utilities are available in the public streets adjacent to the site. The public sanitary sewer system will be extended east, along Fairview, to provide service to the lots fronting on Fairview. The public sanitary sewer system has already been extended to the culdesac in. W. Quinalt. . Drainage Proposal (public connection(s), discharge location(s), etc. Attach additional sheet(s) ifnecessary: The public piped system for street runoff (both Quinalt and Fairview) is a 36" pipe mnning along the westerly boundary . of the project. All lots are projected to dispose of stonnwater runoff through weep holes in the street or by direct connection (as allowed) to the public pipe. As a last resort, drywells will be nsed 'if existing street grades and lot grades do not allow for draining to the street without making the project impractical or infeasible. Proposed Stonnwater Best Management Practices: The only new public impervious area added with this project is the west half of the cuJdesac (approx. 1,980 square feet). Other than the culdesac, no new public :..../"". .' ;OU5 areas or stonn lines are proposed with the subdivision. The only BMPs to accompany the proposed subdivision would be street trees (W. Quinalt & Fairview) and a grassy swale to convey runoff from the panhandle driveway to Fairview. :..:::::![~'::::;..:7::::f..ra;:i::~iiij::fil~~:t::;~~u;:I~e~;~i~<i~~~~~1~t!:f;:jt:;;h::~e~~~:;tsui~~~d'..' ."" .i:,,:i::~" :'.::::::::':::::1~r~;;::;Pplic~tipiitobe'co;;PletefGrsubmittali:a[ifjough:orlie;::;eqii!,:ements';'"dy b~.necessa6i,f ,',. The Drainage Study type required for this project is a Small Site Development Study per Section 4.03.2 of the Design Manual and per the Stormwater Management System Scope of Work prepared by the City. The hydrologic calculations shown on the following pages are based on 2 year and 25 year storm events using the Santa Barbara Unit Hydrograph Method for calculating runoff. The hydraulic calculations for the proposed storm drainage system were done using Haestad Methods Flowmaster Software. CONCLUSIONS Based on the design criteria requirements of the EDSPM the proposed storm drainage system can handle the design storm event The proposed system can handle up to and including the 25-year storm event without overflowing. Based on 50% impervious area for Lot 10, the only lot draining to the swale, there will be 0.14 cfs and 0.25 cfs (peak: flows) for the 2 year and 25 year events, respectively The grassy swale (triangular channel) is to be sloped at 1.0%. It will flow 2.5" deep for the 2 year storm and 3.1" deep for the 25 year storm. It will require two - 3" pipes at 2.0% slope to carry the design flow from the swale to the street (through weepholes in curb). The output sheets (Flowmaster) show the 3" pipe with half of the flow (since there will be two pipes). If, during an extreme event, overflowing occurs, it would flow overland to the public street and be picked up into the public system through nearby curb inlets/catch basins. RECEIVED ..., ~.
