Roddy:
Per your request, Artisan Engineering performed a site visit at the Habitat for Humanity
project, located at 4850 A Street in Springfield, Oregon. The purpose of our visit was to
assess rust on the foundation reinforcing, This house was previously engineered by our
office and submitted to you on July 18, 2007.
Upon arrival at the site, we noted that the forms for the strip footings were in place, and the
reinforcing steel had been placed, bent, and tied, and was prepared to receive concrete,
The reinforcing steel had been placed several months ago, and as a result a thin layer of
rust was also present due to weathering this past winter. We understand that the Building
Official is requiring the engineer of record to verify that the rust on the reinforcing steel will
not affect the structural integrity of the foundation system,
We reviewed the CRSl's (Concrete Reinforcing Steel Institute) commentary on this issue,
The 'CRSI commentary states that rust on reinforcing steel is not an issue unless the net
structural section has been reduced. Visual observation of the reinforcing steel determined
that the cross-sectional area had not been reduced. Therefore the reinforcing steel is
adequate and Habitat for Humanity may proceed with concrete placement upon approval
by the building official.
