The recommended findings and conditions outlined below are provided 'for your use in preparing the land-use decision. Gen'eral Findin~: Approval of this proposal would allow for the paving around the existing building and related site improvements on Tax Lot 6400 and a portion of 6401 of Tax Map 17-02~30-43. The existing 17,280 square foot warehouse is to remain. Transnortation Svstem Imnacts Findin\!: The proposed development would have aYP<VAimately 245 feet of frontage on Kathryn Avenue. ./ Findin\!; Kathryn Avenue is a 19.5-foot wide two-lane local stre,et roadway within a 60-foot wide right of way. The street is improved with asphalt paving, and stre",t lighting (LPS). Estimated traffic volume on Kathryn A venue is less than 1,000 vehicles per day. The estimated traffic volume 0B-,tFaM_ . J,"u'';' on 35th Street is less than 3,500 vehicles per day. Findin<r: Based on ITE Land Use ~ode 120 (General Heavy Industrial) the. total trip generation ' from this deve!opinentliporiconipletion ofth~ pr,op<)sed development would be as follows: / . Average Weekday = 1.50 trips/ 1000 sq. ft.-x' 17280 sq. ft. = 26 trips . . PM Peak Hour = 0.68 trips/ 1000 sq. ft. x 17280 sq: ft. = 12 trips / In addition, the assumed development may generate pedestrian and bicycle trips. According to the "Household" survey done by LCOG in 1994, 12.6 percent of household trips are made by bicycle or walking and 1.8 percent are by transit bus. These trips may have their origins or destinations at a variety of land uses, including this use. Pedestrian and bicycle trips create the need for sidewalks, pedestrian crossing signals, crosswalks, bicycle parking and bicycle lanes. The packet I recei~ed contained no access easement from Tax Lot 6401 to 6400. findinl!: Installation of driveways on a street increases the number of traffic conflict points. The greater number of conflict points increaSes the probability of traffic crashes.
