Steps in the Process:
1. The Applicant Submits a Pre-Submittal Meeting Application
The Pre-Submittal Application is mandatory. Please refer to the Springfield Fee Schedule for
the Pre-Submittal Application fee. The submittal package must conform to the application
completeness checklist attached to this form. You are required to submit 7 copies of the
submittal requirements packet for pre-submittal review. Pre-submittal meetings will be
conducted every Tuesday and Friday between 10:00 am and noon. We will strive to conduct
the Pre-Submittal meeting within five to seven working days of receiving the application.
2. Applicant and the City conduct the Pre-Submittal Meeting
We strongly encourage you, the owner and design team to attend the Pre-Submittal meeting.
The meeting will be held with representatives from Public Works Engineering and
Transportation, Community Services (Building), Fire Marshall's office, and the Planning
Division. The meeting will be scheduled for 30 to 60 minutes. The Planner will provide you
with a Pre-Submittal Checklist at the end of the meeting specifying the items required to
make the application complete-if it isn't already complete. You will then have 180 days to
make the application complete for submittal and acceptance by the City.
3. Applicant Submits a Complete Application
When you have addressed all of the items on the Pre-Submittal Checklist, please submit 18
copies of the complete application to the City. A fee will be collected at that time and the 120 .
(;lay calendar review period will begin. When the Plariner h.as preparecf'a draf.t land use' .
.~ecision, the draft will be mailed/faxed to the applicant/owner/design team for their review. '
Atthe applicant's request, the planner wiil schedule a. meeting ta-review the draft with '
appropriate staff if certain issues need resolution before the final land use decision is issued.

Land Division Submittal RI::,-!uirements Checklist
*If you feel an item. does not apply, please state the reason why and attach the explanation to
this form.
1. Application fee-refer to the Development Code Fee Schedule for the appropriate fee
calculation formula. A copy of the fee schedule is available at the Development Services
Department. The application fee and current postage fee is collected at the time of
complete application submittal.
. 2. Copy of the deed and a preliminary title report-one copy issued within the past 30
days documenting ownership and listing an encumbrances. If the applicant is not the
property' owner, written permission from the property owner is required.
3. One additional copy o(the Land Division Plan reduced to 8'h"x 11", which will be
mailed as part of.the required neighboring property notification packet.
4. Right-of-Way Approach Permit application must be provided where the property has
frontage on an Oregon Department ofTranspo~tation (OD_OT) facility.
5. Stormwater Management System Study-four copies of the study with the completed
Storm water scoping Sheet attached. The plan, supporting calculations and
documentation must be consistent with the Engineering Design Standards and Procedures
. Manual.
6. Traffic Impac:;t Study-four copies of a study prepared by a Traffic Engineer in accordance
. with SDC Section 32.02.0(1)(c)'. Traffic Impact Studies (TIA) allowthe E:ity to analyze and
.evaluate the traffic. impacts and' miUgation' of a dev(;!lopment on the. City's transportation,
system. In general, a TIA must explain how the traffic from a given development affects
the transportation system in terms of safety, traffic operations, access. and mobility, and
immediate and adjoining street systems. A TIA must also address, if needed, City, metro
plan and state land use and transportation policies and objectives.
7. Seven copies of the following plan sets for the Pre-Submittal Meeting

All of the following plans must include the scale (appropriate to the area involved and
sufficient to show detail of the plan and related data, such as 1" = 30', 1" = 50' or 1" =

The following is a response to the pre-application meeting for the above referenced
project on December 8, 2006. '
PLANNING
1, Street trees are required along the Garden A venue frontage of Parcel 1 with this
application.
We are proposingfour street trees off of Garden Avenue and three street trees
along Laurel Avenue.
Additional.comments not related to the completeness of the application:
. Confirmation from the Lane County Water master and SUB Water will be
required for the proposed water well prior to final plat. A drill well and
production report is recommended prior to submitting an application for partition.
Confirmation has been made with the Lane County Water Master, Michael
Mattock, on March 3, 2007. He confirmed that multiple users could be served by
a single well as long as the overall usage volume tines not exceed J 5,000 gal/day
and that a maximum of 0.5 acres could be irrigated The owner should not have
to apply for a Water Rights Permit if the above criteria are followed
. The proposed emergency turnaround easement is not sufficiently large for fire
apparatus to maneuver.
The plans have been revised to illustrate an acceptable turnaround per the Fire
Marshals comments,
. The existing overhead powerlines inside the south boundary of the site will
require a public utility easement.
The plans have been revised to show a 25' x 279.5' irrevocable public access and

FIRE:
1.
Access road scales out slightly less than 20 feet. Fire apparatus access roads shall
have an unobstructed width of not less than 20 feet and an u~obstructed vertical
heigJtt of not less then 13 feet and 6inches (2004 Springfield Fire Code 503.2.1).
The paved width of the proposedjoint use driveway is J 8 feel. There will be one
foot of gravel shoulders on both sides of the driveway to create the total 20 feel of
unobstructed width. There are no existing and no proposed structures that would
pose a vertical height obstruction to the driveway and turnaround area. Please
seeNote 6 of the Tentative Plan.
2. Fire apparatus access roads shall support an 80,000 bl. imposed load per 2004
SFC 503.2.3 and SFC Appendix 0102.1.

for the
KNIGHTS PARTITION
March 7, 2007
This proposal is to partition Tax Lot 2600 of Map 18-02-06-42 into three parcels. The
property is: located at the northwest corner of the Laurel and Garden Avenue intersection.
The property is in Lane County and is within the Urban Growth Boundary of Springfield.
No City sanitary sewer or stormwater services are available to the site, Water service is
"
available, but connection to the water line is not permitted. A fire hydrant is proposed for
fire protection for the existing and proposed dwelling units.
A 25 feet wide irrevocable public access easement is proposed along the southern site
boundary. 'This easement will act as a means of access for the proposed parcels until
Garden A~enue is extended. With this partition, the property will be fully developed; no
future dev~lopment plan is required. A 7' public utility easement is proposed to abut the
proposed irrevocable public access easement for power and communications utilities. A
5' private water easement is p' vpvsed alongside the 7' PUE.
Water will:be provided for a1II""l'v..ed parcels with the proposed well located on the
western site boundary just north of the p.vpvsed 7' public utility easement. Water will be
distributed:to the parcels via the 5' private water easement. The septic system drain
fields on Parcel 3 are setback a minimum of 100 feet from the well.
Sanitary treatment and disposal will be through individual septic systems. The septic
system for p'''pvsed Parcell has been approved by Lane County and installed. Lane
County approval will be obtained prior to installation of the remaining septic systems. A
tentative septic system layout for Parcel 2 and 3 consists of225 feet of drain field and
225 feet of "back-up" line for each parcel.

Stormwater runoff from the p' vpv..ed driveway widening will be directed to the proposed
vegetated Strip. Roof runoff from each parcel will be directed to individual drywells.

{ou are required by law (OAR 340-71-160) to be in possession of a permit authorizing installation of a
,ewage disposal system before construction of your septic system can begin, In addition, the law
pecifies that all work on said systemmust be performed by a person licensed with the State of Oregon
)epartment of Environmental Quality (DEQ). The work can also be completed by the owner, contract
lurchaser or their regular employees, Before starting any digging, carefully read all the specifications
m the installation permit; plot plan & plans. If you have any questions regarding installation
Jrocedures or specifications of the approved area, call your sanitarian at (541) 682-3754 & they will be
~lad to assist you.. .
J you intend to hire 'someone to do the work for you, you should make sure that the person is licensed
,vith the DEQ to perfoimsuchwork. This protects you as the consumer, as each licensediiJ.staller has
o post a: bond & is' liable for the work performed, To check the lic;ensjng of ari individual, you can call
he Lane County On-Site' Sewage Section at (541) 682-3754 & we will check for you to see if the
ndividual or contractor you have chosen is licensed. ORS 454.705(3) requires that every licensed
ilstaller must provide to each permittee (owner) a written notice of the name & address of the bonding
1gent & of the permittee's rights. This must be provided before the work is completed. We ur~e you
to request this from the installer or contractor you have chosen prior to hiring them.
Whenthe construction ot\our septic system is complete & before you backfill, it is' necessary to have
the system inspected. To obtain an inspection, make a drawing of the system as installed on the
detailed system plot plan (As-Built) form provided. Submit the completed As-Built & Materials List
forms to this office & the inspection will be scheduled. Final insnection for sewa!!e systems cannot

Narrative
I Drainage for future residential structures will be directed to individual
drywells. These drywells will be sized at the time ofthe building
permit. The runoff from furture and proposed driveways will be
directed to the vegetated filter strip/ soakage trench which will run
alongside the proposed driveway widening. The filter strips will have
a surface depth of six inches and a 4: 1 side slope. The bottom of the
strip will have a width of one foot minimum. The vegetated filter
strip will includes 12 inches of top soil above a 30 inch soakage
trench.
