The Applicant Submits a Pre-Submittal Meeting Application ,The Pre-Submittal Application is mandatory. Check the Development Fee schedule for application review fee. The submittal package must conform to the application completeness checklist attached to this form. You are required to submit 6 copies of the submittal I, requirements packet for pre-submittal review. Pre-submittal meetings will be conducted every Tuesday and'Friday between 10:00 a.m. and noon. We will strive to conduct the Pre- Submittal meeting within five to seven working days of receiving the application..' 2. Applicant and the City conduct the Pre-Submittal Meeting We strongly encourage you, the owner and design team; to attend the Pre-Submittal meeting. The meeting will be held with representatives from Public Works Engineering and , Transportation, Community Services (Building), Fire Marshall's office, and the Planning Division. The meeting will be scheduled for 30 to 60 minutes. The Planner will provide you with a Pre-Submittal Checklist at the end of the meeting specifying the ,items required to make the application complete-if it isn't already complete. You will then have 180 days to make the application complete for submittal and acceptance by the City. This is the time period when the plat and documents will be red lined by the City surveyor and the corrections. made by.the applicant on paper copies of the plat prior to submittal of mylars. : 3. Applicant Submits a Complete Application When you have addressed all of the items on the Pre-Submittal Checklist, please submit 2 'copies of the complete application and mylars to the City. A fee will be collected at that time; and the 120 day calendar review.period .will begin. When the Planner has completed mail ; notification and review procedures, a decision will be mailed/faxed to the applicant/owner/ ' design team and affected parties notifying them of plat approval. Section 10: Waiver The Committee shall have the sole and exclusive rights in its discretion to wave, in whole or in part, any provision, covenant, condition, restriction or reservation herein, if in its discretion, it is determined that such action is necessary to avoid hardship to any property owner, including the undersigned and it will not materially detract from the value of the adjoining properties, Any instrument duly acknowledged by the undersigned and recorded in the Public Records of Lane County, Oregon, shall be conclusive evidence of such detennination and action. Section 2: Animals No kennel, aviary containing more than five birds, dairy, stable. barn, hutch or warren shall be erected or maintained on any residence lot, nor shall dogs, cats, birds, horses, cows, poultry, rabbits or other animals or fowl, be kept hereon, except this restriction shall not be construed to prohibit ordinary household pets which do not constitute any annoyance or nuisance to the neighborhood. Section 3: Nuisance No nocuous or effective trade or activity shall be carried on upon any lot, nor shall anything be done thereon which may be or become an annoyance or nuisance to the neighborhood, Section 4: Signs No signs of any kind shall be displayed to public view onany Lot except one (1) of not more than two (2) square feet located not less' than 15 feet from the front lot line, Said sign may be used to advertise not more than one (I) home occupation, In addition, a sign not larger than 30" by 48:; may be temporarily erected, advertising the property for sale or rent. Section 6: Drainage Each owner, their heirs, successors and assigns ofa lot in said subdivision agree that they will not in any way, interfere with the established drainage over their lot and that they will make adequate provisions for property drainage for the benefit of all affected lots, For the purpose hereof, "established drainage is defined as the drainage which occurred at the time the overall grading of said subdivision was completed by the undersigned Declarant" . Observa!ions indicate a native silty clay subgrade, and results of infiltration testing in Novernber 2005 showed an infiltration rate of 41 gallons/hour/square fool. It is my opinion tnat the subject site is suitable fcr on-site infilt'atlon of storm water generated from impervious surface areas such as the private paved accessway servicing Lots 8. 9, and 10. The intent is to shed the storm water rU(1off from this accessway to an adjacent rock filled swale for infiltration The following discussion provides the calculated runoff volumes and the required area to infiltrate this volumes per each section of accessway, The talai impervious area of the accessway is approximately 4,160 square feet. The 18-foot seeton IS 1,600 square feat, the 16-foot wide section is 1,600 square feet, and the 12,foot wide section is 96:1 square feel. The rainfall intensity curve for Zone 7 In the Jan'Jary ',990, Oregon Department of Transportation Hydraulics Manual indicates 0.15 inches/hour of rainfall by interpolation, for a 5-year 24, hour storm event. This value Is also consistent with Figure 4-2 of the OTAK report provided by the City of Eugene. A 5'year 1-hour storm'event generates 0.8 inches of rainfall. The time of concentration is less than 5 minutes, The total generated storm water for lhe 5-year 24-hour, and 5-year 1-hour events is 9,335 gallof1s. and 2,074 gallons, respectively, For individual sections of the accessway the storm water volumes are 3,590 (24 hour event) and 798 (1 hour event) gallons for the 1,600 square for sections, 2nd 2,154 (24 hour event) and 479 (1 hour event) 9allons (or Ihe 960 square fool sections.
