Transportation System Impacts :

o Laurel Avenue and Garden Avenue abutting the site are unimproved local access roads
(LARs) located outside the Springfield city limits. The existing right of ways are 40 feet
wide. on Laurel A venue and 50 feet wide oni Garden A venue. Average daily traffic on
these streets is estimated to be less than 200; vehicle trips per day. .. .'
o The applicant proposes to dedicate an additional 10 feet of right of way along the west
side of Laurel Street abutting the site.
o Based on ITE Land Use Code 210 (Single-Family Detached Housing) full development
of the three created parcels with'single"family residential uses would generate'30
additional vehicle trips per day and 3 PM peak-hour vehicle trip onto the surrounding
street system. In addition, assumed development may generate pedestrjan and bicycle
trips.
Recommended Condition: Execute and record an Improvement Agreement for paving, '
curb/gutter, sidewalk and street lighting on laurel Avenue and Garden Avenue.
Site Access and Circulation

o As proposed, Parcel 1 would have direct frontage onto':Garden Avenue. Existing ,access
to the remainder of the property is via a lO-foot wide concrete driveway that is shared
with properties to the south. The applicant proposes a 20-foot wide joint-use easement
centered on the south property line of the subject property to further support access to
Parcels 2 and 3. A portion.ofthis easement lies outside. the subject property and it is not
clear to what extent this easement would be shared by otheradjoining.properiies: Also,
there is no indication that the applicant proposes to make additional driveway
. improvements.
o The adopted Conceptual Local Street Map calls for extension of Garden Avenue
westward along its existing alignmenlJo the property boundary. To ensure that this
extension is possible in the future, it would be appropriate to require an irrevocable

public access easement over that portion ofthe property lying to the south of the existing
Garden Avenue'north right~of-way line extended. In addition, building setbacks on' .
proposed lots should be established with reference to the north line of this easement (the
future northern street right of way line as depicted on the submitted "Shadow Plat"
drawing).
