The property is zoned HI Heavy Industrial. Currently, the owner is in the construction phase of developing the site. Two existing storage buildings and proposed additional office/warehouse buildings, along the east and north portion of the property, are proposed for Parcel 1. An existing warehouse and office building are located within proposed Parcel 2. Storage units and an office building are currently in construction in the center of proposed Parcel 3, Most recently, this property received Site Plan approval, (DRC2006-00082) as of January 16,2007. The subject site is located within the Drinking Water Protection Overlay District and 5-10 year Time of Travel Zone (TOTZ) of the Mala Wellhead, As part of the previous Site Plan Review, a DWP Overlay Application was submitted and approved with conditions, The required conditions will continue to be met by deed restriction or a note placed on the final plat, Allen Martin, Environmental Science Associates, Inc. submitted a wetland delineation to the Department of State lands (DSl), A copy of the DSl approval report is included with this submittal. The Department 'of The Army Corps of Engineers granted a permit (NWP-2006-841) which authorizes discharge clean fill material into up to OA9-acre of wetland ,and 0.054-acre of other waters (Q Street Canal) for development of light industrial site including access and infrastructure. A copy of the permit, including supporting information, is included with this application, The Oregon Department of Environmental Quality issued a NPDES 12OO-C permit on May 22,2007. A copy of the Status of Permit Application is included with this application. An Easement Grant and Termination Agreement between Dana R, Schulz and Barbara A, Schulz and Hyland Business Park, LLC was recorded October 11, 2007, benefitting the Schulz property, over and across the Hyland property for access to 30th St./Commercial St. A copy of the recorded easement is included with this application. Since 30th St./Commercial St, is fully improved, no off-site improvements are necessary now or in the future. Access from 28th Street, shown on this plan in the northwest corner of the property is currently an emergency access only, A Public Works lock will be located on the manual opening gate. The access passes through Tax lots 1700 and 2001 which are owned by the same owner of Ta?C lot 500, so no easement is needed. We are proposing an Irrevocable Private Joint Use Access and Utility easement across proposed Parcels 1 and 3 for all parcels. A Joint Utility Trench has been constructed and connects telecommunications, water, sewer and gas to all parcels, A Private Drainage Easement is proposed for the Vegetated Treatment Swale. A maintenance plan for the treatment of the swale and Joint Use Driveway will be submitted with the final plat. A Stormwater Management Plan and Drainage Study was prepared and submitted with the previous Site Plan Review; a copy is included with this submittal. The existing warehouse building on proposed Parcel 2 does not meet current setback requireme~ts. This is an existing condition and will not be changed with this application. The lane County Soil Survey shows the site as having Coburg-Urbanland Complex (32) and Awbrig-Urban land Complex (6), The Soil Survey' indicates that Coburg-Urban land Complex has a seasonal high water table of 1% to 2% feet from November to May and that '. , . Awbrig Urban Land Complex has a high wat~r table depth of approximately 05 feet, Both soils are moderately well draining. A Geotechnical Report was prepared by Garcia Consultants and submitted during the Site Plan review process. A copy of the report is included with this application.
