It is sent to. you as required by ORS 199.466. Please read the analysis carefully. The proposal is recommended for aooroval without a oublic hearing or further staff study. There are two alternatives: I. If you agree with this recommendation, you need do nothing. 2. If you feel that a public hearing is needed, you must request, in writing by January 9, 2007, that a hearing should be set. The request must be in the commission's office by 5:00 p.m., Januarv 9th You must use the form that is provided at the end of the staff analysis to request a hearing. Annexing the property will facilitate the provision of urban services when they are needed as required by the Eugene-Springfield Metropolitan Area General Plan. .' , . This annexation proposal was filed with the boundary commission on December 15, 2006, in accordance with ORSI99.490(2)(a)(B), initiated by the City of Springfield with the consents from the property owners and electors. Prior to initiating the annexation, the City of Springfield 'received written consent to the annexation from the propel1y owners (Ted and Jeannine Crane) and a majority, of the eligible electors. The city, as the applicant, requested that the provisions of ORS 199.466 (expedited procedure) be used in processing this annexation request. ORS 199.466 authorizes approval of annexations without a public hearing or adoption of a final order if requested' by the 'principal petitioner. Under the expedited procedure, 'tHe boundary commission executive officer must prepare an analysis of the proposal within 15 days from its receipt. If, after 25 days from the filing date (in this case, January 9t\ no written objections are received from direct recipients of this staff analysis, the request is approved. However, if any direct recipient of this. staff analysis does object, the proposal is scheduled for the next regular boundary commission public hearing. The direct recipients of this staff analysis are the individuals eligible to request a' public hearing and are listed below under ,the first boundary commission standard. . The proposed annexation involves one tax lot (refer to Maps No. 1 and 2) and is developed with one.singlecfamily residence occupied. ". The 'annexation' area" is within" tlie Eugene-Springfield Metropolitan Area General Plan (Metro Plan) urban growthbOlindary (UGB), ~hich is located about 900 feet to the south. The annexation area is zoned LDR/UF-IO, low-density residential with urbanizing mnge overlay, in Lane County. Upon the effective date of the annexation, the UF overlay will lapse and the annexation area will be zoned LDR in Springfield. Resolution No. 06-39, unanimously approved by the Springfield city council on September 18, 2006, indicated that the annexation area can be provided with key urban services and requested that the resolution be forwarded to the boundary commission. Following is a brief analysis of each of the boundary cOInmission standards. Provide an impartial forum for resolution of local jurisdictional questions. Consider the effects of the boundary change on other units of governments. ORS 199.410(1)(b) and 199.410(3)(c) This annexation request was filed in accordance with provisions in ORS 199 and was determined to be a valid filing in accordance with OAR 191-06 (adopted administrative rule on boundary commission filing requirements). This annexation is consistent with boundary commISSIOn administrative rule implementing policies (I), (2), (5), and (7) which recognize annexation to an existing city as the preferred method of servicing urbanizable land. (I) This policy recognizes cities as the logical providers of urban levels of service within urban growth boundaries when consistent with the comprehensive plan. (2) This policy expresses the commission's preference for providing urban services through annexation to a city in order to provide urban services to urbanizable lands. (5) This policy encourages provision of urban levels of service within urban growth boundaries. , (7) . This policy expresses the commission's preference for annexation to an existing city ove~ all other alternatives as a means of extending services to urbanizable lands. Implementing policy (3) recognizes that in order to meet the long-term objectives of annexing out to an acknowledged urban growth boundary, short-term boundaries are created which are logical within the context of the future service boundary. The proposed annexation is a logical extension of the city limits since it is in an area which is totally surrounded by the City of Springfield. Assure an adequate quality and quantity of public services required in the comprehensive plan to meet existing and future growth. For major boundary changes, there must be assurance that the proposed unit of government is financially viable. ORS 199.410(1)(d), 199.4lO(3)(b) and (d) . The Eugene-Springfield Metropolitan Area General Plan is the applicable comprehensive plan and was acknowledged by the Land Conservation and Development Commission (LCDC) in August 1982 and has been subsequently amended. The Metro Plan recognizes annexation as the highest priority for extending the minimum range of urban services to urbanizable areas (policy #8 and policy #10, page II-C-4) and recognizes that ultimately, all territory within the urban growth boundary will be annexed to an existing city (policy #16, page,II-C-5). The annexation area is designated low-density residential in the Metro Plan. Upon the effective date..of,the anllcxatioll, -the-- annexation area. will be zoned' I:.DR, . low-density residential, . consistent with the plan designation. The following services are either available or can be extended to the annexation area. Water - Springfield staff indicates that the Springfield Utility Board (SUB) will be the water provider and is in support ofthe annexation. A 12-inch water line located in S 42nd Street serves the existing house and can serve new development when needed. Electricit\( - Springfield staff indicates that the annexation area is provided electrical service by SUB. New development can be provided electric service after annexation occurs. Police service - The Springfield police department can provide police protection to the area after annexation without jeopardizing service in other parts of the city. Police protection and response to priority calls can be provided to the annexation area consistent with service protection throughout the city. . Fire and emergencv services - The annexation area is within the Willakenzie RPFD, which provides fire services within its boundaries through a contract with the City of Springfield. Following'the arulexation effeCtive date, the' territory will be'withdrawii' autom'atically Horn the. fire district in accordance with ORS 199.510(2)(a). After annexation, the City of Springfield will provide service directly. City fire stations are located near S 47th Street and Main Street, and S 68th Street and Main Street. Emergency medical transport (ambulance) services are: provided on a regional basis by Eugene, Springfield, and Lane Rural Fire/Rescue to central Lane County, including the south Springfield area. The annexation area will continue to receive this service consistent with the adopted ambulance service area (ASA) plan. The City of Springfield' is part. of the park district and city residents receive park and recreation services from the district. The district operates two aquatic centers, a communit~ center, an aduIt activity center, imd 3 1 parks containing a variety of outdoor recreational amenities: The closest 'parks to the annexation area are Volunteer Park and Douglas Garden Park. Parks system development charges will be issued for new residential development occurring within the annexation area. ' Schools - Springfield School District 19 currently serves this area. Existing. schools serving this neighborhood-Mt. Vernon elementary, Agnes Stewart middle, and.Thurston high-will serve the annexation area. .. City .staff notes that the school district provides service to residential development on a district-wide basis. " Wastewater - Springfield staffindicates that an 8-inch wastewater lateral line has been extended from the'8~inch, public inain.iii S' 42nd Street. to serve the' annexation area. -It, has 'sufficient capacity to serve existing and new development within the annexation area. Stormwater - City staff indicates that a public ] 8~inch stormwater line has been extended to the annexation area from the 24-inch line located in S 42nd Street. The public system has adequate capacity to accommodate existing and new development within the annexation area. Streets - Springfield staff indicates that S 42nd StreeUs annexed to the city and was improved to full city standards during City Street Project P20347 last summer. The annexation area is adjacent to S 42~d Street. Communitv facilities ~ Various providers' offer both wire and wireless communication services in the Eugene-Springfield metropolitan area. Land use controls - The property is within Springfield's portion of the Eugene-Springfield metropolitaIi'urban growth .boundary. The city will continue to administer land use controls after annexation.
