Jim Donovan A .Ki'ltl X3660 OV~5>~ 5 minutes ANNEXATION OF TERRITORY TO THE CITY OF SPRINGFIELD (Crime, Journal Number LRP2006-00020 ) Conduct a public hearing and adopt/not adopt the following resolution: A RESOLUTION INITlA TlNG ANNEXATION OF CERTAIN TERRITORY TO THE CITY OF SPRINGFIELD AND REQUESTING THAT THE LANE COUNTY LOCAL GOVERNMENT BOUNDARY COMMISSION APPROVE THE ANNEXATION BY EXPEDITED PROCESS. The applicant/owners have requested annexation of 1.73 acres of property located at 885 S. 42nd Street. The site is located on the east side of 42nd Street, approximately 500 feet nOlth of Jasper Road. There is one residence on the site, which is occupied . by the owner/appiicant. Properties to the north and on 42"d Street in hont of the site are annexed; no annexation agreement has been required. The purpose of the . annexation is to allow tile development of a Low Densiiy Residential (LDR) subdivision. . . Attachment I: Vicinity & Site Maps Attachment 2: Informational Attachment Attachment 3: Resolution Attachment 4: Submittal from Applicant The City Council is authorized by ORS 199.4~!l(2)(a)(B) to initiate annexation upon receiving consent in writ\ng from a majority of the electors registered in the territory to be annexed and the owners of more than halfofthe land to be annexed. Consent from the property owner has been given, and tnere are no other residences or registered voters residing at the ,site. The propeliies are within the UGB and are adjacent to the Springfield City Limits. The City can ensure a minimum range of key urban services including but not limited to pol;ce;'fire protection, library, parks and recreation, storm sewers, sanitary sewer and schools. The Springfield Utility Board (SUB) will serve the future subdivision. The City Council Resolution, if approved, will.be forwarded to the Lane County Local Government Boundary Commission. The owner is requesting the "Expedited Annexation" procedure through the Boundary gfllnmission in o'rder to be able to proceed as quickly as possible with the subdivjsion process which must be completed so houses can be built. Sanitary Sewer , An 8" inch lateral line has been extended from the 8" public main in42nd Street to serve . the site and surrounding area, The existing home will be connected to the new sewer line. : when it is extended during subdivision .development. . Solid Waste Management .The City and Sanipac have an exclusive franchise arrangement for garbage service inside the city limits, Upon annexation, Sanipac will serve this property, Water Service' The Springfield Utility Board (SUB) will.continue to be the water service provider after annexation, Electric SUB is currently serving the area with overhead power, SUB electric will be provided through the subdivision process to the site, . . Fire and Life Safety The site is currently within the Willakenzie/Springfield Rural Fire District. The Springfield Fire Marshall has reviewed the application and has determined that City of Springfield fire and emergency services are available to this site upon annexation, Response time to this area is within the 4-minute response time standard for basic life support services from Springfield Fire Station #2, located approximately one mile away at 48th and Main Streets,' . The field is competitive and therefore guarantees a wide selection, Public'Schools Public School services are available through:School District '19: Mt. Vernon Elementary,' Agnes Stewart Middle School, and Thurston High School.
