RESOLUTION NO. 97-8
A RESOLUTION INITIATING ANNEXATION OF CERTAIN TERRITORY TO THE CITY OF
SPRINGFIELD AND REQUESTING THAT THE LANE COUNTY LOCAL GOVERNMENT
BOUNDARY COMMISSION DELAY THE EFFECTIVE DATE TO JANUARY 4, 1999.
WHEREAS, the City Council is authorized by ORS 199.490(2)(B) to initiate annexation upon
receiving consent in writing from a majority of the electors registered in the territory
proposed to be annexed and written consent from owners of more than half the land in the
territory proposed to be annexed (Attachment 1), and
WHEREAS, sanitary sewer can be provided in timely manner via extension to the property
from the sewer line east of the property and water service can be provided by Rainbow
Water District, and
WHEREAS, the territory to be annexed is within the Eugene-Springfield Urban Growth
Boundary, and can be provided immediately with a full range of urban services including fire
protection via contract with the Rainbow Water District, and police services via contract
with the City of Springfield, and
WHEREAS, a delay of the annexation effective date to January 4, 1999 will ensure that the
improved value of the property is captured in the tax base of the City, and
WHEREAS, Oregon Revised Statutes 222.180 allows the City to specify an effective date
that shall not be later than 10 years after the date of proclamation of annexation.

NOW THEREFORE THE CITY OF SPRINGFIELD DOES RESOLVE AS FOLLOWS:
Section 1: The Common Council of the City of Springfield does hereby recommend approval
of the annexation of the subject territory to the City by the Lane County Local Government
Boundary Commission, Lane County, Oregon, said territory being described as follows:
Township 17 South, Range 3 West, Section 23, Map 43, Portions of Tax Lots 2000
and 2100; as more particularly described in Attachment 2 of this Resolution.
Section 2: The Council further requests that the Lane County Local Government Boundary
Commission delay the effective date of the annexation until January 4, 1999.
ADOPTED by the Common Council of the City of Springfield this 3 rd day of March, 1997,
by a vote of ~ for and ~ against. -

IIRIVER GLEN FIRST & SECOND ADDITIONSII
ANNEXATION BOUNDARIES
The plat of "RIVER GLEN" as platted and filed September 1, 1995 in File 75 at Slides 223-
227 in LANE COUNTY OREGON PLAT RECORDS was used as the BASIS OF BEARINGS
shown on the following descriptions. Bearings as shown in the description contained in
that certain Delayed Annexation to the City of Springfield as submitted to Lane County
Council of Governments and being appurtenant to said plat of IIRIVER GLEN" were rotated
clockwise 000 34' 40" to match the bearings shown on said plat.
The aforesaid annexation description for IIRIVER GLEN" was prepared and filed prior to
the finalization of the plat boundary and does not exactly match said boundary. It is the
intent of this document (1) to eliminate any deficiencies in the lands that should have been
included in the previous annexation and (2) to annex areas that will be platted as IIRIVER
GLEN FIRST ADDITION" and IIRIVER GLEN SECOND ADDITION". .
. The legal description for the IIRIVER GLEN FIRST ADDITION" annexation together with
portions not included in the previous annexation are described in IIEXHIBIT A-III attached
hereto and made a part hereof. ;
The legal description for the "RIVER GLEN SECOND ADDITION II annexation together with
portions not included in the previous annexation are described in "EXHIBIT A-211 attached
hereto and made a part hereof.

ANNEXATION BOUNDARY
SITUATED in Lane County, State of Oregon in the Southeast 1/4 of Section 23, Township
17 South, Range 3 West of the Willamette Meridian and described as follows:
COMMENCING at the southwest corner of Lot 32 as said lot is shown on the plat of "RIVER
GLEN" as platted and filed September I, 1995 in File 75 at Slides 223-227 in LANE COUNTY
OREGON PLAT RECORDS, which corner lies on the north margin of Hayden Bridge Road
as said margin was established by "DEDICATION OF PUBLIC ROAD EASEMENT" as
granted to LANE COUNTY, a political subdivision of the State of Oregon, by instrument
recorded October 6, 1983 in Reel 1265R at Reception Number 8335955 in Lane County
Official Records; thence leaving said corner, NORTH 880 47' 00" WEST 0.02 FEET along
said north margin of Hayden Bridge Road to a point on the general west line of the lands
described in that certain Delayed Annexation to the City of Springfield as submitted to
Lane County Council of Governments and being' appurtenant to said plat of "RIVER
GLEN"; said point lying distant NORTH 000 40' 53" EAST 4.93 FEET from the southwest
corner of said lands described in said annexation and being the TRUE POINT OF
BEGINNING of the lands described herein;

THENCE, leaving said TRUE POINT OF BEGINNING and west line of the lands described
in said annexation, along said north margin of Hayden :Bridge Road the following two (2)
numbered courses:
(1) NORTH 880 47' 00" WEST 325.93 FEET to:a point of tangent curvature to the
right; and
(2) along said Curve to the Right, having a radius center that bears NORTH 10
13' 00" EAST 542.96 FEET, a central angle of 210 32' 54", and a Long Chord
of NORTH 780 00' 33" WEST 203.00 FEET, an arc distance of 204.20 FEET to
a point of non-tangent line;
THENCE, leaving said north margin of Hayden Bridge Road, along the following six (6)
numbered courses:
(3) NORTH 220 45' 54" EAST 162.97 FEET along a line that is radial to last said
curve to a point of non-tangent curvature to the left;

ANNEXATION BOUNDARY
SITUATED in Lane County, State of Oregon in the Southeast 1/4 of Section 23, Township
17 South, Range 3 West of the Willamette Meridian and described as follows:
COMMENCING at the southwest corner of Lot 44 as said lot is shown on the plat of "RIVER
GLEN" as platted and filed September 1, 1995 in File 75 at Slides 223-227 in LANE COUNTY
OREGON PLAT RECORDS; thence leaving said corner, NORTH 810 42' 35" WEST 0.42
FEET along the westerly prolongation of the south line of said Lot to a point on the general

ANNEXATION TO TilE CITY OF SPRINGFIELD
TO: Lane County Local Government Boundary Commission
Ue, the undersigned, constitute the owners of at least one-half of the land area
of the property described in the attachment marked "Exhibi t A" AND
Ue desire to be annexed to the City of Springfield. A map is attached marked
"Exhibit B", showing the affected territory and its relationship to the present City
Limit boundaries.
The annexation constitutes a minor boundary change under the Boundary Commission
Act and should therefore be considered by the Boundary Commission, and after study, a
Final Order should be entered by the Boundary Commission.
