CITY OF SPRINGFIELD, OREGON RESOLUTION NO. 97-57 A RESOLUTION AUTHORIZING THE CITY MANAGER TO A WARD COMPETITIVE BIDS AMOUNTING TO MORE THAN $15,000 DURING THE PERIOD OF DECEMBER 16, 1997, TO JANUARY 19, 1998, WHILE THE CITY COUNCIL IS IN RECESS. WHEREAS, Chapter 2, Section 2.706, "PURCHASING," of the City of Springfield Municipal Code limits the City Manager's authority to make purchases and award contracts to amounts not more than $15,000, unless the City Council provides additional authorization; and WHEREAS, there is a capital project, Project 5-024 Traffic Signal System Upgrade, which may exceed $15,000 and which is scheduled for award of contract during the Council's holiday recess from December 16, 1997, to January 19, 1998; and WHEREAS, Project 5-024 is budgeted in the 1997-98 budget and will be competitively bid and awarded in compliance with all other provisions of the Springfield Municipal Code purchasing requirements; and WHEREAS, delaying the contract award of Project 5-024 and purchases and the agreement approval until the January 20, 1998, Council meeting would waste valuable construction time, increase the City's exposure and might raise costs and reduce public service; and WHEREAS, there may occur the need to execute other contracts which have been competitively bid for which funds have been budgeted for which the lowest responsible bid is in excess of $15,000 and which for reasons of public welfare, safety, and cost effectiveness need to be awarded during the Council's holiday recess from December 16, 1997, to January 19, 1998. NOW THEREFORE BE IT RESOLVED, by the Common Council of the City of Springfield as follows: During the City Council recess from December 16, 1997, to January 19, 1998, the City Manager is hereby authorized to award competitive bid contracts for amounts for which the lowest responsible bid is in excess of $15,000, including, but not limited to: A.) Project 5-024, provided all applicable purchasing requirements of the Springfield Municipal Code are followed, and B.) other contracts which have been competitively bid, for which funds have been budgeted and for which the lowest responsible bid is in excess of $15,000 and which for reasons of public welfare, safety, and cost effectiveness need to be awarded during the Council's holiday recess from December 16, 1997, to January 19, 1998, provided all other applicable purchasing requirements in the Springfield Municipal Code are followed. Adopted by the Common Council and approved by the Mayor of the City of Springfield, Oregon this 15th day of December 1997.
