RESOLUTION
NO. 97-56
Authorization for Assessments on
South 41st Place Improvement
Project Number 3-044
WHEREAS, ORS 203.132 allows the governing body of a county to include property located
within a city as part of the property to be assessed for a public improvement, subject to certain
conditions of approval by the governing body of the city, in accordance with ORS 203 . 132(b ) and
(c), and
WHEREAS, the City of Springfield has been authorized to enter into an Intergovernmental
Agreement with Lane County to cooperate in and jointly fund Project Number 3-044 to improve
South 41st Place north of Bluebelle Way, and
WHEREAS, the County has agreed to perform design and construction engineering, acquire right-
of-way and easements, administer the bidding procedure and construction contract, perform
construction inspections and levy assessments for the project, in accordance with the
Intergovenmental Agreement, and
WHEREAS South 41st Place Improvement Project 3044 is entirely within the City limits of
Springfield, and

WHEREAS, the County, through adoption of Board Order 97-4-2-1H, has designated a maximum
of $80,000 of County Road Funds to assist with the construction of street and road fund eligible
improvements of the project, and
WHEREAS, the City of Springfield Common Council wishes to commence Project 3-044 as
proposed.
NOW THEREFORE BE IT RESOLVED that the Common Council of the City of Springfield
does hereby approve the assessment of affected property within the City of Springfield by Lane
County in accordance with the policies of Lane County.
Adopted by the Common Council of the City of Springfield, Oregon the 15th day of December,
1997.
Adopted by a vote of 6 for and 0 against.
