NO. 97-49
A RESOLUTION OF THE CITY OF SPRINGFIELD COMMON COUNCIL CONCURRING WITH THE
PROPOSAL FOR THE FORMATION OF THE SHERIFF'S LAW ENFORCEMENT DISTRICT.
WHEREAS, the Lane County Sheriff has proposed the formation of the Sheriff's Law Enforcement
District, a county service district authorized under ORS 451.01O(l)(n), to provide law enforcement
services; and
WHEREAS, the boundary of the proposed Sheriff's Law Enforcement District will generally conform to
the existing boundaries of the Mohawk Valley Rural Fire Protection District, the McKenzie Rural Fire
Protection District, the Blue River Water District and the Upper McKenzie Rural Fire Protection District;
and
WHEREAS, the proposed Sheriff's Law Enforcement District includes property located north and east of
the Springfield Urban Growth boundary but inside the Eugene-Springfield Metropolitan Area General
Plan's (Metropolitan Plan) Jurisdictional Boundary; and

WHEREAS, GrowthManagement and the Urban Service Area Policy #14 of the Metropolitan Plan
addresses the creation of new service districts within the jurisdictional boundaries of the Metropolitan
Plan. The only criteria of Policy #14 that is applicable to the formation of the proposed Sheriff's Law
Enforcement District is that criteria which requires that the three metropolitan area general purpose
governments concur with a proposal to form a service district within the jurisdictional boundary of the
Metropolitan Plan; and
WHEREAS, the Lane County Sheriff has requested that the Springfield City Council concur with the
proposal to initiate the formation of the Sheriff's Law Enforcement District.
NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the City of Springfield, that:
1. The Common Council concurs with the proposal to initiate the formation of a Sheriff's Law
Enforcement District and which will include property within the jurisdictional boundary of the
Metropolitan Plan but outside the Springfield Urban Growth Boundary.
2. This resolution does not represent the Common Council's support for any future proposals to
form a special district that will include property within the jurisdictional boundary of the
Metropolitan Plan.
