CITY OF SPRINGFIELD, OREGON RESOLUTION NO. 97-36 A RESOLUTION AUTHORIZING THE CITY MANAGER TO A WARD COMPETITIVE BIDS AMOUNTING TO MORE THAN $15,000 DURING THE PERIOD OF JULY 1,1997, TO AUGUST 10, 1997, WHILE THE CITY COUNCIL IS IN RECESS, WHEREAS, Chapter 1, Article 14, "PURCHASING," of the City of Springfield Code 1965 limits the City Manager's authority to make purchases and award contracts to amounts less than $15,000 (Article 1-14-4), unless the City Council provides additional authorization; and WHEREAS, there are several capital improvement projects and an insurance renewal contract which are scheduled for award of contract during the Council's summer recess from July 1, 1997, to August 10, 1997, including: Purchase of annual property and liability insurance policies which will expire on August 1, 1997, (estimated cost is $275,000); Project 1-974, Replacement of City Hall roofing (Budget $300,000.);Project 1-975, Replacement of City Hall HV AC units (Capital Bond Project Budget $330,000.); Project 2-037, 1997 Street slurry seal preservation project (Budget $125,000.); and Purchase of Computer and software upgrades for the traffic signal system; (Budget $65,000. for main contract and hardware purchases totaling an additional $30,000.) and any other contracts which may arise which require immediate execution; WHEREAS, all of these capital improvement projects and insurance renewal contracts are budgeted in the 1997-98 budget and will be competitively bid and awarded in compliance with all other provisions of the City Code purchasing requirements; and WHEREAS, delaying these contract awards and purchases and the agreement approval until the August 11, 1997, Council meeting would waste valuable construction time, increase the City's exposure and might raise costs and reduce public service; NOW THEREFORE BE IT RESOLVED, by the Common Council of the City of Springfield as follows: During the City Council recess from July 1, 1997, to August 10, 1997, the City Manager is hereby authorized to award competitive bid contracts for amounts over $15,000, including, but not limited to, those construction contracts and property and liability insurance contracts enumerated, provided appropriate funds are budgeted and all other purchasing requirements in the City Code are followed. Adopted by the Common Council and approved by the Mayor of the City of Springfield, Oregon this 30th day of June 1997. Adopted by a vote of ~ for and ~ against.
