ATTACHMENT C RESOLUTION NO. 97-29 A RESOLUTION OF THE CITY OF SPRINGFIELD COMMON COUNCIL ADOPTING THE METHODOLOGY FOR THE REGIONAL SEWERAGE FACILITY SYSTEM DEVELOPMENT CHARGE AS SET FORTH IN THE SPRINGFIELD CITY CODE. WHEREAS, on February 9, 1977, the City of Springfield entered into an agreement with the City of Eugene and Lane County which established the Metropolitan Wastewater Management Commission (MWMC). WHEREAS, on November 26, 1990 the Commission approved a reimbursement fee system development charge (SDC) for connecting to the regional sewerage system and established a methodology utilizing the equivalent dwelling unit (EDU) and plumbing fixture unit as standard units to be used in measuring the impact of new development on the regional sanitary sewage facilities. WHEREAS, in response to advice from the cities that EDUs and plumbing fixture units do not accurately characterize the impact of large developments on the regional sanitary sewage facilities, the Commission, in mid 1996, appointed a citizen advisory committee (CAC) to study SDC methodologies and to recommend a new methodology to be used for computing the Regional Sanitary Sewerage Facility SDC. WHEREAS, on May 15, 1997 MWMC approved an SDC methodology formulated around the CAC recommendations which would implement a reimbursement fee and an improvement fee SDC. The combined fee SDC would be based on the quantity and strength of sewage to be discharged by new development. WHEREAS, under the terms of the Intergovernmental Agreement the City is obligated to adopt rates and charges not less than those adopted by the Metropolitan Wastewater Management Commission. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Springfield that effective July 1, 1997, the City Manager or his designee is authorized to use the attached methodology in administering section 2-10-3 of the City Code and calculating the Regional Sanitary Sewer System Development Charge. Adopted by the Common Council of the City of Springfield the 16th day of June, 1997.
