The recommended findings and conditions outlined ~elow are provided for your use in preparing the land-use decision. ; , SANITARY SEWER Finding: SeCtion 4.3-1 05.A of the SDC requires that sanitary sewers shall be"installed to serve each new development and to COllllt:Ct developments to existing mains. . Additionally, installation of sanithy sewers shall provide sufficient access for maintenance activities. Finding: Section 2.02.1 of the City's Engi~eering Design Standards and Procedures Manual (EDSPM) states that when land outside a new development will logically direct flow to sanitary sewers in the new development, the sewers shall be public sewers and shall normally extend to one or mbre of the property boundaries. !: Finding: An existing 8" sanitary sewer pipe is located in 57th Street that may serVe the subject property. No additional conditions will be required, including the need for an annexation agreement, as a sanitary water system is already existing and available. It is the responsibility of the developer's engineer to review the site for specific sanitary design needs and for ensuring the, existing public system will meet the requirements of the future development. STORMW ATER MANAGEMENT Finding: Section 4.3-11 O.B of th~r SDC requires that the Approval Authority shall grant development approval only where adequate public and/or private stormwater management systems provisions have been made as determined by the Public Works Director, consistent with the Engineering Design Standards and Procedures Manual (EDSPM).' : Finding: Section 4.3.1 lO.C of the. SDC states that a stormwater management system shall 1'. ' accommodate potential run-off from its entire upstream drainage area, whether inside or outside of the development. I . ! Finding: Section 4.3-IIO.D of the SDC requires that run-off from a development shall be directed to an approved stormwath management system with sufficient capacity to accept the discharge. , ,. SYSTEMS DEVELOPMENT CHARGE: Pay applicable Systems Development Charges when building permits are issued for developments within the City limits or within the Springfield Urban Growth Boundary. (The cost relates to the amount of,increase in impervious surface area, tra.iJ.sportation trip rates, and plumbing fixture units. 'Some exceptions apply to Springfield Urban Growth areas.) [Springfield Code Chapter'lI, Article II] Systems Development Charges (SDC's) will apply to the construction of buildings and site improvements within the subj,ect site. The Charges will be based upon the rates in effect at the time of permit submittal for buildings or site improvements on each portion or phase of the development.
