JD,
If you need, I would be glad to edit/revise the Incomplete Application letter so that we

Hi Jim,.
I know Andy is out so I'm sending this to you. I read the draft letter and have the
following suggestion. When the requirements of SDC Section 5.7-125 are cited, they
should be consistent with what is in the code. Hopefully the instructions packet
addresses the code requirements correctly and in an understandable way. If the
annexation packet is attached to the letter, it might be clearer to reference the
applicable portions of the packet. Some of the items noted in the draft letter are
not required by the code. I can work more .on this on Monday if needed and if there is
time.

Subject: Draft Letter of Incomplete Application
The City is reviewing its first Post-Boundary Commission annexation request and is undertaking a 30-day
.completeness review of the submittal. There are several obvious items missing from the applicant's submittal
which have been noted on a response to the applicant. However, there may be other not-so-obvious elements
that should be requested from the applicant. Please review the attached letter and provide any comments or
advice so the City can respond to the applicant. The applicant's package consists of materials previously
forwarded to the Be, including the relevant A& T map for the property, signed petition forms, a completed
information sheet, and a completed City application form. As described in the letter, there is no legal description,
proof of ownership or confirmation that the request meets the double majority or triple majority criteria of ORS
222. Thank you for your assistance with this request.
