RESOLUTION NO. 96-43
A resolution concerning the potential construction of a medium security
correctional facility in the Eugene/Springfield metropolitan area.
WHEREAS, the construction of a medium security correctional facility will have
an impact on the Eugene/Springfield metropolitan area, and
WHEREAS, the impacts of a medium security correction facility, if not adequately
identified and addressed, will have a negative impact on the Eugene/Springfield
metropolitan area, and '
WHEREAS, Eugene, Springfield and Lane County have not expressed an
interest in having the State locate such a facility in the metropolitan area, and
WHEREAS, other Oregon communities have expressed in an interest,in locating
such a facility in their community.
NOW THEREFORE BE IT RESOLVED by the Common Council of the City of
Springfield as follows:
1) At this time, the City of Springfield oppos~s the siting of a mediJm security
correctional facility in the' metropolitan area because of the lack'of available information
to judge the potential impacts. For example, the site does not appear to m.eet the '
mandatory criteria established for nominating the site including the requirements for
adequate water and sanitary sewer. '
2) In the event that the Eugene/Springfield metropolitan area is nominated, the
State Corrections Facilities Siting Authority should schedule the hearing on the site as
late as possible, in order to provide the community with a meaningful opportunity to '
respond to the nomination and give the local governments adequate opportunity to
propose conditions and explore opportunities for cooperative ventures which could
benefifthe citizens of the metropolitan area and the State of Oregon.
Adopted by the Council and approved by the Mayor of the City of Springfield,
Oregon, this 21st day of October, 1996.
