. Signalization and Improvement of the Intersection of 69th Street and Main Street

WHEREAS, Main Street, also known as the McKenzie Highway or State Highway 15 is part of the
State Highway system under the jurisdiction and control of the State of Oregon ("State"); and
WHEREAS, 69th Street is a local street under the jurisdiction and control of the City of Springfield;
and
WHEREAS, the Eugene-Springfield Metropolitan Area Transportation Plan ("TransPlan") is a
functional Plan supporting the acknowledged Eugene-Springfield Metropolitan Area General Plan
("MetroPlan"); and
WHEREAS, an objective of TransPlan is to provide a safe and efficient transportation system; and
WHEREAS, consideration of the availability of funding from federal, state, and local sources is a
TransPlan policy for implementation of this objective; and
WHEREAS, one of the projects contemplated in TransPlan is the signalization of the intersection of
Main Street and 69th Street (Project 321); and '
WHEREAS, the Oregon Transportation Planning Rule (OAR 660-12-45) (the "TPR") requires that
local governments establish local street standards that provide reasonably direct routes of travel: and
WHEREAS, the TPR requires street connectivity to provide direct routes unless extension is impractical
due to physical or topographic conditions; and
WHEREAS, Section 32.020(a) ofthe Springfield Development Code specifies that the arrangement of
public streets shall provide for the continuation or appropriate projection of existing streets; and
WHEREAS, the Council finds and determines that it is necessary and desirable, in order to maintain
a safer and more expeditious flow of traffic, to improve the intersection of Main Street and 69th Street
by extending a local street southerly from Main Street in the general vicinity of that intersection and to
install traffic signals at that intersection (the "Project"); and

WHEREAS, the State has advised the City that there is presently available f~deral funding for the
Project from the Hazard Elimination Program, created under Title 23, United States Code; and
WHEREAS, as part of the City's responsibility to periodically update TransPI~n, the City is obliged
to develop a local Streets Plan; and '
WHEREAS, a draft Local Streets Plan has been prepared and is presently tinder review prior to
submission to the Council for adoption; and
WHEREAS, the draft local Streets Plan proposes that there be improvements to t~e intersection of Main

Street and 69th Street consisting of a new local street extending in a southerly ,direction from Main
Street in the general vicinity of the present intersection of Main Street and 69th Street; and
WHEREAS, the Council finds and determines that the Project is consistent with the improvements
proposed in the draft Local Streets Plan; and I
WHEREAS, the State, acting by and through its Department of Transportation has proposed to design
and construct the Project pursuant to a Cooperative Improvement Agreement, a true copy whereof,
marked Exhibit A, is annexed hereto and incorporated by reference herein; and I
WHEREAS, the Council has received information on a number of alternatives for the route of the street
extension included in the project; and
WHEREAS, the Council finds and determines that the Project, utilizing th~ route for the street
extension described in Option~, as shown on diagrams prepared by the Public Works Department,
is in conformance with TransPlan, with the draft Local Streets Plan and in th~ best interests of the
citizens of the city;
NOW THEREFORE, BE IT RESOLVED, that the Common Council of the City of Springfield
approves the Project and determines that the City shall enter into an agreement with the State providing
for the State to design and construct the project; and be it
FURTHER RESOLVED, that the City Manager or his designee is hereby authorized and directed to
enter into an agreement with the State substantially in the form of the agreement attached as Exhibit A
(the "Agreement"), with such changes thereto as he shall determine are in the best interests ofthe city,
such determination to be indicated by his execution of the Agreement; and be it
FURTHER RESOLVED, that the City Manager or his designee is hereby authorized and directed to
execute and deliver all other documents and instruments which shall in his judgment be necessary to
implement and effectuate the Agreement and this Resolution.
