CITY OF SPRINGFIELD RESOLUTION NO. 98-36 A RESOLUTION ADOPTING THE SPRINGFIELD BICYCLE PLAN WHEREAS, Oregon Transportation Planning Rule 12 (Oregon Administrative Rule 660-12) requires local jurisdictions to develop local bikeway connectivity and design standards and the City of Springfield received a state Transportation and Growth Management grant to prepare a local bikeway plan pursuant to OAR 660-12; and WHEREAS, the Eugene~Springfield Metropolitan Area General Plan (Metro Plan) sets forth the policies governing land use decision making in the Eugene-Springfield metropolitan area, and features several components including a transportation element (TransPlan) currently undergoing an update process; and WHEREAS, the Springfield Bicycle Plan will become Springfield's bicycle element in the updated TransPlan, and as such, projects included in the plan will be eligible for appropriate federal and state transportation funding programs; and WHEREAS, the draft Springfield Bicycle Plan has undergone an extensive public review process including review by appropriate transportation agencies, a public review workshop, and Planning Commission public hearing; and WHEREAS, the draft Springfield Bicycle Plan, incorporated herein, has been submitted to the City Council for final review and public hearing; . NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the City of Springfield as follows: That the draft Springfield Bicycle Plan is hereby adopted as the Springfield Bicycle Plan 1998, pursuant to OAR 660-12 and shall be incorporated into the transportation element (TransPlan) of the Eugene-Springfield Metropolitan Area General Plan, together with the following modifications: a. Add the 42nd Street Off-Street Multi-use Pathway as an additional priority project; b. Modify the Millrace Off-Street Multi-use Pathway project alignment to be located within the urban growth boundary; c. Modify the Gateway-McKenzie Off-street Multi-use Pathway to reflect revised connections at the Pioneer Parkway Extension, Game Farm Road, the new collector and Baldy View Lane; and continue the pathway northward terminating at Deadmond Ferry Road; d. Add a second notation to Map 4 (Existing, Priority and Additional Projects) specifying the following: "Off-street, multi-use pathway locations are conceptual and will be located in alignments that promote users safety, provide access to destinations, and minimize land use conflicts."
