NATURE OF THE APPLICATION: Type II Metro Plan Diagram amendment and concurrent Zone Change
request. Proposal to change the map designation on the Metroplitan Area General Plan (Metro Plan) diagram
from Light Medium Industrial (LM!) to Community Commercial (CC) for approximately 5,24 acres,
AUTHORIzED USES: Uses in the CC District are regulated by Springfield Development Code (SDC) Article
18.
APPLICABLE CRITERIA; The fo'tlowing criteria shall be applied by the City Council in approving
or denying a Metro Plan amendment application (SDC 7,070(3)): a) The amendment must be consistent
with the relevant statewide planning goals adopted by the Land Conservation and Development
Commission; and b) Adoption of the amendment must not make the Metro Plan internally inconsistent.
The following criteria shall be applied by the Planning Commission / City Council in approving or
denying a Zone Change application (SDC 12,030): (a) consistency with applicable Metro Plan policie~
and the Metro Plan diagram; (b) Consistency with applicable Refinement Plans, Plan District maps,
Conceptual Development Plans and functional plans; and (c) The property is I',~.~u;!y provided with
adequate public facilities, services and transportation networks to support the use, or these facilities,
services and transportation networks are planned to be provided concurrently with the development of the
l',ul""~/. (d) Legislative Zoning Map amendments that involve a Metro Plan Diagram amendment shall:
1. Meet the approval criteria specified in Article 7 of this Code; and 2. Comply with Oregon
Administrative Rule (OAR) 660-012-0060, where applicable,
