Hi all.
Unfortunately I will not be able to be with you tonight to honor and say farewell to Steve and Gayle.
With their departure, we will be losing a tremendous amount of experience and talent from the
Planning Commission,
One of my senior staff members passed away last Thursday and his family is holding a memorial
service tomorrow evening that I feel obligated to attend. However, for what it is worth, I thought I
would pass along my perspective on the three cases you will be considering (Brenda, I don't have
Johnny's email address so I would appreciate it if you could pass this along to him).
St. Vincent De Paul: Most of this area was developed in the 1940-50's under County planning. For
many years we have wondered how to develop these mega-blocks with large liIideveloped donuts in
the middle. I think the proposed development meets the zoning criteria and is compatible with the
existing development. The access street is a standard city street and should be able to handle the
traffic. The nature of a senior development, as stated in the testimony and evidence, should not create
a problem and actually makes sense because of the proximity of commercial within easy walking .
distance. There is also easy bus access on 5th street.
vacation of B Street: As I expressed before, I am not a big fan of this project. But our fellow citizens
have spoken twice on this issue through the ballot box. Given the facilities design, as demonstrated in
the evidenciary record, I believe it makes sense to vacate B Street. I have become convinced that it
will not negatively impact adjacent properties alid traffic will easily realign to other routes. My guess
is that traffic entering the downtown area will likely readjust to A Street while those wishing to depart
will likely use E, A, or Main to get to the Parkway if headed North.
PeaceHealth Application: The plan redesignations and zone change proposed in this application
makes sense. . East Main street is a very mixed use area and, in fact, many of the uses in the adjacent
industrial buildings likely qualify as commercial. As we have noted previously, we are short of
commercial land and a health clinic in the East end of town seems like a.needed use.
